The report pointed out that the electoral process after the announcement of the Commission has moved entirely to a new level that will reveal the orientations, intentions and real preparations for potential candidates, but at the same time it is highlighted that the political movement in Egypt is in a state of stagnation, does not amount to the value of democratic transformations witnessed by Egypt this period, The incident is the difference of the second pluralist elections after the June 30 revolution, the third elections after the January 25 revolution and the fourth pluralist presidential elections in Egypt’s history.
The report reviewed the positions of the most likely candidates after the official withdrawal of Lieutenant General Ahmed Shafiq, and the nature of forces which support each candidate. He also reviewed the developments in the national electoral process, the guarantees demanded by potential candidates, the complaints raised by some of them, and the developments in security and economic developments.
The report recommended developing guarantees for not misuse the declaration of the state of emergency against candidates and exposure to their propaganda, and the National Commission to take the necessary actions in the face of campaigns calling for the President Sisi to run for a second period as it is inconsistent with the laws and procedures governing the elections and rules of competition As well as the need for the Commission to interact quickly with all complaints that are submitted to it regarding the presidential elections even before the start of the official dates of the electoral process .
