The universal periodic review is between “lying”, “exaggerating” and “revealing” so that the review is not an opportunity to improve human rights conditions and is not a season of “Karbaliyat” memorialization

In the context of its initial evaluation of the process of Egypt's submission to the universal periodic review at the Human Rights Council in Geneva that took place on November 5, the Maat Foundation for Peace, Development and Human Rights believes that all parties dealt with the "preliminary results" of Egypt's submission to the mechanism with a disturbing mixture of "exaggeration" and "reviling." And “sometimes lying” and “ignorance often.” When Maat says “all parties”, it refers clearly and unequivocally to “the government and its representative delegation, and to the many civil society organizations that participated,” and many organizations that said that they boycotted. ”She also refers to the majority of the media that followed, monitored, and transmitted to people. And, of course, it refers to the Muslim Brotherhood and its allies and its media. Over the past five days since Egypt's submission to the mechanism, the spaces of traditional and new media have been filled with news, statements and opinions reported by officials in the government delegation that seemed to boast of a “victory” in a diplomatic battle, or a declaration of escape from a “trap” that was set for Egypt in the Human Rights Council. On the other hand, most civil society organizations - according to their activities, statements and statements - were far from being imposed on them by their roles to benefit from the universal periodic review mechanism to improve the human rights situation in Egypt, as they were between the “hallmarks” of the government's victory in the alleged “invasion” of Geneva, and between Massive and exaggerated - and sometimes hospitalized - in highlighting the negative aspects related to the process and inaccurate information about the criticisms leveled against Egypt during the interactive dialogue session. In addition to the inaccurate information promoted by some organizations claiming to “boycott” the UPR process while it is known that civil society organizations Do not participate in the interactive dialogue process and their participation will take place in the report adoption session that will be held during the next session of the Human Rights Council. As for the Muslim Brotherhood and its allies and its media, it has practiced its habit of raising the famous “Jubilism” slogan “Lie, then lie, then lie, until you believe yourself and people will believe you.” And it started spreading lies in every direction and fabricating facts that God had not revealed from authority. The universal periodic review mechanism was created only to hold the world accountable to Egypt for its stance against the Brotherhood, and it took advantage of the lack of awareness of many political and media elites - and the human rights elites, unfortunately - as well as the overwhelming majority of citizens, of the limits of the universal periodic review mechanism and the procedures governing it, to make it suitable to perpetuate the "Karbalayat" And group cries. The universal periodic review mechanism is a multi-governmental international process in which states, not independent experts, nor civil society organizations - review the human rights situation in a particular country, and it issues a set of recommendations directed at the state under review that has the freedom to choose to accept what it accepts and rejects what it rejects. . What the state accepts becomes voluntary undertakings that it must fulfill before submitting to the next review after four years, and unless it accepts it, the council will only take note of it without there being any additional action it has to take against the state. There is a positive dimension even for countries that violate human rights in the review mechanism, as the matter does not stop at the stage of presenting the human rights situation in the country, nor does it intend to expose and defame the negative aspects of it or suspend the moral harrassment of governments violating human rights, but it comes out with recommendations regarding the provision of technical assistance The material and human rights of the state, which suffers from weakness in its mechanisms concerned with respecting and protecting human rights. From here, Maat believes that the review mechanism is an opportunity for everyone - government, civil society organizations, and citizens - to make moral progress in the human rights situation in Egypt within the framework of a national agenda that is far from political bidding and pressure from international powers, but reaching this goal requires everyone - government and civil society Political currents and the media - awareness of the limits of this mechanism, awareness of its results, and true participatory action among all. In this context, Maat Foundation is currently initiating an analytical study of Egypt's submission to the universal periodic review mechanism in light of the reports submitted by stakeholders, international agencies and the Egyptian government, and in light of the organizations and government dealing with the preliminary results of the mechanism and in light of the recommendations made to Egypt, and we will propose general features of an action plan My country to improve human rights conditions in light of this process. The study is expected to be published by the end of next week.
