The scope of work of the mission during the first day

The joint international local mission to follow up the parliamentary elections “Egypt 2015” concluded its work in following up on the first day of voting in the first round of the governorates of the first phase of the Egyptian parliamentary elections, during which the mission covered 70 electoral districts in 7 governorates, through 37 teams of international observers and experts, 700 observers. Sweetened .

The mission, through its local followers, covered the entire 70 electoral districts, as local and international observers were present in 2384 polling stations out of a total of 3890 polling centers in the seven governorates, with a percentage of 61.3% of the total polling centers.

The mission's work included monitoring all aspects of the voting process in terms of the security environment, logistical facilities, the availability of the freedom and confidentiality of the voting process, as well as monitoring the practices of candidates and political forces in the vicinity of polling stations, in addition to evaluating the work of the bodies supervising the electoral process, and dealing with various stakeholders, whether Voters, candidates and their representatives, or local and international followers and the media.

Initial evaluation

The first day of voting in the first phase was mostly quiet, and the following is the assessment of the joint international local mission team of the aspects and progress of the electoral process, which lasted from nine in the morning until nine in the evening:

Performance of the supervisory body and regulatory arrangements  

The performance of the judges, heads of the subcommittees in which the vote was made, was smooth, efficient and impartial in the vast majority of polling stations visited by the mission’s followers, whether international or local, and the behavior of the supporting staff was positive and neutral in most cases, and no influential cases of illegal practices were detected in some Staff, while a number of observations related to logistical facilities and organizational procedures were monitored in some committees, as the most prominent of these practices were: -

With regard to the legal deadlines for opening and closing committees, the mission observed a delay in opening a number of committees for a period that ranged from 10 minutes to 45 minutes in most cases, while this period extended for more than an hour in a limited number of committees, and the main reason for the delay was the delay Judges overseeing the electoral process, and delays were more prominent in the governorates of Sohag and Giza, while no effective cases were detected for early closure of polling stations.

Security measures and behavior of security forces

The behavior of the security authorities was characterized by positive neutrality, as they intervened in many cases to remove the contradictory propaganda or to remove the supporters of the candidates who had raised the riots from the vicinity of the polling stations, and there were no cases of the presence of the security forces illegally inside the polling stations.

It is worth noting that the insurance operations on the first day were carried out by joint forces from the Egyptian army and police, which succeeded in securing the operation and early dealing with some attempts to disturb the peace of the operation, as the forces succeeded in neutralizing a structural bomb in front of a school in the governor of Fayoum. A bomb in front of the Rafa'a Al-Tahtawi school in Bandar Al-Minya, the security forces defused it, and a security cordon was made. The area was combed with police dogs and bomb experts.

Participation rates

In general, the participation rates were low on the first day of voting, and although they witnessed a significant increase during the second half of the day, they did not, according to the mission's estimates, ranged between 11-13% of the total enrollment in the voter database.

The participation of women and the elderly was the most prominent in most governorates, while the participation rates of youth and younger age groups significantly decreased, and the decrease in the number of voters may be due to several reasons, including, considering that Sunday is a normal working day in Egypt and no leave has been granted to employees in the government and private sectors.
