In continuation of the work of the international mission to follow up on the referendum on constitutional amendments - Egypt - 2019, the mission issues its second report on the first day of the polling process, which started this morning, Saturday April 20, 2019. The report comes according to the observations of the delegation of the international mission, which is 69 members, and is spread in 14 Egyptian governorates . The coalition includes 4 "international and local organizations from three continents, which are Eco organizations" from Greece, a seated forum from Uganda, Volunteers Without Borders from Lebanon, in addition to the Maat Foundation for Peace, Development and Human Rights from Egypt.

According to the observations of the delegation of the international mission, in addition to the observations of local followers spread in fourteen Egyptian governorates, a number of observations were monitored.:

In the Cairo governorate, the delegation noticed an intensity of participation in limited areas of Cairo, especially in the Sahel region of Shubra and Heliopolis, and most of the participants were women and the elderly, while participation was moderate in most other regions, and relatively little in the gathering, Rehab and some areas. In Helwan. In general, Cairo witnessed various manifestations of support and calls for participation by providing some public and party figures with buses to transport voters to their electoral headquarters, accompanied by loudspeakers, patriotic songs, and sometimes dancing in front of some committees.

In the Gharbia governorate, a huge crowd was spotted in the city of Mahalla al-Kubra. The reason for this is that the workers of the “Mahalla Spinning” company exited collectively and early from their work, and headed together in a march for the polling stations, carrying Egyptian flags, and in the midst of cheer and joy among the attendees . The city of Tanta also witnessed a massive turnout of citizens, men and women, amid the presence of vehicles and buses carrying pictures and banners calling for participation, and amid the intense presence of the Nation's Future Party. Participation in the Basyoun and Al-Santa centers was moderate.

In the Fayoum governorate, the activities of the Watan Future Party dominated the scene near the electoral commissions, as many incidents in which the party’s youth appeared in front of the polling stations using loudspeakers and patriotic songs, and called on citizens to vote on constitutional amendments under the slogan “Do what is right,” especially In the city of Fayoum and the villages of the center, and some villages of the center of Senouras.

In Sharkia, it was observed that the Agriculture School Committee in Zagazig was closed between 2-4 hours as a rest period, while the rest period in the rest of the committees was between 3-4. It was also observed that the Future of the Homeland Amanat Al Sharqiya Party provided buses to transport citizens to polling stations, amid frequent patriotic songs playing.

Giza Governorate continued to draw attention to many facts and events related to the high presence in Bulaq Dakrur, Omraniya, Faisal and Al-Haram, and dozens of youths used motorcycles and roamed the streets carrying Egyptian flags to promote participation, and some of them wore clothes printed with party slogans Nation's future.

In Qalyubia, higher rates of participation were observed in cities than in villages, especially the villages of Qalioub and Benha centers. As for Minya governorate, the highest participation rate was in the school of Lieutenant General Safi al-Din Abu Shnaq, and it was noticed that the propaganda spread around the school, and most of it was on the part of the Watan Future Party, which spread clearly in all the governorates.

In North Sinai, despite the threats and security concerns, Sheikh Zuweid schools and committees witnessed moderate participation of citizens who went en masse, which appears to be a clear challenge to all attempts to destabilize the country.

Apart from the participation rates that cannot be judged in the first days of voting because it lasts for three days, the most important thing that attracts attention according to what the mission sees is the spread of buses and vehicles to transport voters to polling stations, as well as facilitating access for people with disabilities and the elderly, and the spread of songs In front of many committees through loudspeakers, we also draw attention to the fact that women had the largest share of participation during the first day.
