Field observers of Maat Foundation for Peace, Development and Human Rights continued to monitor the events of the second day of the run-off round of the second phase of the Egyptian parliamentary elections in 91 electoral districts in 10 governorates, as this report focuses on the most important incidents that have been monitored during the time period from eleven in the morning until two thirty in the evening It is the date on which the committees closed their doors for a period of rest that ends at half past three in the evening.

During the period covered by the report, we monitored many violations by the candidates, which were represented in the propaganda in front of the polling centers and the continued transportation of voters to the polling centers, and the most important thing that was monitored in this regard was:

  1. Qaliubiya / Al-Khanka / Central Region / Committee 1: 5 / There is a transfer of voters for “Candidate Muhammad Al-Toukhi” and “Candidate Atef Al-Namki”.
  2. Dakahlia Governorate / Al-Manzala and Al-Matareya Department / Al-Fida Primary School / The supporters of “candidate Ahmad Al-Hadidi” provided the means to transport voters to the polling station to support the candidate.
  3. Damietta Governorate - Kafr Saad District - Al Sawalem Joint Primary School - Supporters of “Candidate Nasser Shaker” invite voters in their homes to vote for their candidate and provide your tactics to transport them to the polling stations
  4. Port Said Governorate - Al-Zuhour District - Uqba Bin Naqaa Primary School - The supporters of “Candidate Ahmed Farghali” provided transport vehicles for the voters and stood in front of the headquarters and directed the voters.
  5. North Sinai Governorate - Al-Arish District - Preparatory School for Boys in Al-Arish - Supporters of the candidates (Rahmi Bakir and Husam Al-Rifai) invited Sinai families to their homes to vote for their candidates while providing transportation for the voters.
  6. Menoufia / Shebin El-Kom / Martyr Al-Jundi School / Candidate Abu Bakr Qashqoush provided cars to transport voters to the polling station
  7. Al-Gharbia / Al-Santa / Al-Nasr Foundation School / Committee 6-7: The members of the candidate’s campaign, Amer Hamed Al-Shorbagy, mobilize voters through mass transportation and direct them in favor of the candidate.
  8. Sharqia / Zagazig / Society Development Association / Tikatak Management Carries a picture of the candidate Ahmed Mohi El-Din Rifat Rabia and mobilizes voters to vote for the candidate
  9. Cairo / Al-Khalifa / Al-Tousi High School / Voters will be mobilized by a microbus for the candidate Muhammad Maher Hamed

It was also observed that some of the candidates' representatives directed the voters to elect their candidate in front of the polling stations and inside the committee roads, and among the most important things that was monitored: -

  1. Sharqia / Al-Husayniyyah / Abd al-Salam Atwan / Committee 46 / Monitoring an orientation to voters by the representatives of the candidates, "Islam Abd Al-Salam Rizk, Khaled Abdel-Mawla and Mr. Rahmo", in front of the electoral headquarters
  2. Menoufia / Tala - Al-Shuhada / Mitt Shahala Preparatory School / An orientation to the voters in front of the polling station by the campaigners of the candidate Fakhry Tayil and the candidate Ibrahim Khalif
  3. Gharbia / Tanta / Salah Salem School: The members of the candidate’s campaign, Mohamed Oribi, distribute propaganda cards that include the candidate’s name, photo, number and electoral symbol, and they direct the voters.
  4. Qalyubia / Qanater / Religious Institute / Committee 51 and 52 / There is a direct directive in favor of “Ibrahim Aweys”.
  5. Dakahlia / Al-Senbellawein District / Al-Bustan / Committee 9, 19 and 11 / There is a direct directive in favor of the candidates (Ahmed Al-Awadi, Hussein Awad, and Ahmed Hammam) before the electoral committees.
  6. Port Said Governorate - Al-Zuhour District - Uqba Bin Naqaa Primary School - The supporters of “Candidate Ahmed Farghali” provided transport vehicles for the voters and stood in front of the headquarters and directed the voters.
  7. Cairo / Helwan / Schools Complex / Voter orientation through the supporters of the candidate Hamdi Abdel Wahab via laptop computers to guide voters
  8. Cairo / Al-Matareya: Umm al-Mu'minin School - The agents and supporters of the candidate, Major General Ali Al-Demerdash, distributed propaganda papers in front of the polling station headquarters, directing citizens to vote for him. They also painted on the school wall the candidate’s number, symbol and name.

The observers of the Parliamentary Elections Observatory of Maat, the security forces in Cairo / Al-Salam City: Amr Ibn Al-Aas Primary School - Committees No. 1, 2, 3, 4 and 5 - arrested one of the delegates of the candidate Ahmed Al-Sakran for directing the voters in front of the polling station and he was escorted to the police station The Chairman of Committee No. 2 wrote a report on this.

Within the framework of the field follow-up work, the followers of the Maat Foundation monitored the supporters of some candidates buying the electoral votes in front of the headquarters of the committees, and among the most prominent of these violations was

  1. Cairo Governorate - Coast District - Nasser Secondary School Committee - Number Committees (95-96-97) There were five women affiliated with the candidate Majed Talaat, buying votes and directing the voters to vote for the candidate for 50 pounds per person.
  2. Qalyubia Governorate / Shubra El-Kheima Second District / Teachers Attaché School / Supporters of “Candidate / Essam Abdullah Ghaly” and “Candidate Hatem Odeh” direct the voters and buy votes in exchange for 100 pounds for the electoral vote.
  3. Qalubia Governorate / Banha City District / Nasser School / Candidate Sami Abdel-Wahab directs and mobilizes voters in exchange for 100 EGP / vote.

The Foundation also monitored new forms of electoral bribery, most notably women's clothing, which is what supporters of candidate Amal Abdel-Hamid do in Kafr El-Zayat district in Gharbia governorate.

In a related context, the number of communications submitted by Maat Foundation to the Supreme Elections Committee during the two polling days, until 2:30 pm today, reached 82 reports.
