The joint local international mission continued its follow-up of the run-off round with the elections of the first phase of the Egyptian Parliament, within the target range of the mission's work of 70 electoral districts in 7 governorates, and in this statement the mission monitors the most important features that were laid down during the time period from eleven in the morning until four Half an era.

The most prominent features were the use of a large number of candidates for various means of transportation to mobilize voters from different regions within the electoral districts, as part of a process of crowding for a vote that appears to be directed, and there are doubts that this type of crowd is often associated with the provision of electoral bribes. The facts that have been observed in this framework include the following: -

  1. Alexandria Governorate: Mina Al-Basal District: Candidates (Hani Adly, Muhammad Al-Qourani, and Ashraf Rashad Othman) provided transportation to transport voters to the polling stations.
  2. Alexandria Governorate / Karmouz District / Al-Zuhour School / The presence of buses for candidate “Sami Ramadan”, in front of the committees, mobilizing voters to vote for him.
  3. Alexandria Governorate: Mina Al-Basal District: The Cotton Squad School: There is a car number CGM: 2435 that transports voters, and sums of money are distributed inside it.
  4. Giza Governorate - Omrania District - Schools Complex in Al-Umraniyya - Candidate Ahmed Abdel Basit No. 18, wristwatch symbol, provides vehicles to transport voters to the committees with his electoral propaganda posters on it.
  5. Giza Governorate - Al Haram District - Ramses Elementary School Committee in Abu Al Houl Street - Candidate Ashraf Al Jabri provides vehicles to transport voters in front of the committees.
  6. Giza Governorate - Warraq District: Abdullah bin Rawah School polling station - Supporters of candidate Osama Al-Ashmouni provide microbuses to transport voters.
  7. Sohag - Saqulta - Al-Tawayel Primary School, there are cars belonging to the candidate Ahmed Al-Omda
  8. Giza Governorate - Boulaq El Dakrour constituency: Egypt Youth Center polling station - Supporters of candidate Montaser Riyad transported citizens by means of mass transit vehicles at polling stations and directed them to vote for him.
  9. Alexandria Governorate - Amiriya District - Al-Hassan Ibn Al-Haytham School: The candidate (Rizk Ragheb Bait Allah and Al-Nour Party candidates) provided cars to transport voters to the polling stations.
  10. Beheira - Badr - Salah El Din Preparatory School / - Committee 1 / Women, Arab women were seen transporting voters to the committee with banners for the Nour Party
  11. Giza Al-Hawamdia - Al-Hawamdia Preparatory School for Girls of Lujan No. 111/112/113/114/115/116: Candidates Ibrahim Hamouda and Nermin Al-Badrawai organize electoral propaganda outside the polling stations spread on mass transit and takka cars and are used to transport voters.
  12. Al-Buhaira Governorate - Mahmoudiya and Al-Rahmani District - Minia Salama School - Supporters of candidate Issam Al-Qadi make a car ride with the candidate's photos on it and transport voters to the polling station.
  13. Alexandria Governorate: Sidi Gaber District, Al-Khansa Preparatory School for Girls, “Candidate Muhammad Al-Rashidi” provided transportation means to transport voters from Izbat Al-Matar district to the electoral commissions.
  14. Alexandria Governorate: Sidi Gaber district, there are cars with loudspeakers calling the voters to vote for the candidate Mohamed Al-Rashidi

The mission also monitored, during the past hours, evidence of some cases of electoral bribes (financial or in kind) to the voters with the aim of influencing their will and pushing them to choose a specific candidate, in addition to testimonies from voters of the involvement of a charitable organization in supporting a particular candidate, and among the most prominent facts that have been monitored are the following: -

 

  1. Giza Governorate - Warraq District: Mustafa Kamel Primary School polling station - Candidate Osama Al Ashmouni and his agents distributed sweets and juices (dry food + juice package) to citizens inside the polling station while inviting them to vote for him.
  2. Alexandria Governorate - Dekheila District - Supporters of “The Candidate - Mustafa Al Talkhawi” made a complaint against the Hammoud Sons Charitable Association, accusing it of distributing financial bribes in favor of the candidates (Adel Sabry Abdel Kafi, Saad Abdel Mawla Al-Fiqi).

In contrast to the cases of influencing the will of the voters by some candidates affiliated with different political currents and independent candidates, the mission’s followers saw an advanced degree of good organization inside the polling stations, as well as the ease and flow of insurance procedures outside them, and clear neutrality from the concerned agencies during the past hours, and the availability of equipment. The required logistics, and with limited exceptions, a number of minor violations were detected, the most prominent of which were:

 

  1. Giza - Kerdasa - Kafr Hakim Preparatory Joint School One of the selected women voted more than once, and the head of the committee found out about this matter and wrote a memorandum for that and handed it over to the security. A report of this was edited in Kerdasa Police Station
  2. Faiyum - Senoras Center - Boys School, Tersa Elementary School - that each of the candidates (Munjoud Rashad Al-Hawari, Ahmed Mustafa, and Al-Hussaini Hussein Aliywah), included children with illiterate female voters as accompanying them (and there is doubt about the role of children in influencing the will of female voters).
  3. Giza Governorate / Al-Warraq District: The preparatory school polling station in Al-Warraq - Committee 34, 35 and 37 - voting takes place inside the committees without using the voting screen.
  4. Giza Governorate / Warraq constituency: Nile Primary School polling station - Committee 48 - Committee head left the committee headquarters for a period of more than half an hour to speak on the phone - as the voting process continues inside the committee in his absence.
  5. Al-Buhaira Governorate - Abu al-Matamir and Housh Issa constituency - Al-Haddad al-Bahari School - Committees No. 137 and 138, the veiled veils who cast their votes are not exposed, in addition to some of those in charge of work within the two committees directing the voters to choose the candidates of the Nour Party.
  6. Faiyum Governorate - Abshway Center District - Senro Primary School, Committee No. 45, voter rolls are not sealed.

 

The past hours were free of any violent incidents or threats to the safety of the voting process due to efficient security measures, and in a few exceptions, two incidents of fights and clashes between supporters of some candidates were reported as follows: -

1- Sohag / Juhayna / Al-Jihad Primary School / a quarrel between supporters of candidate Khaled Saleh and candidate Maher Salam, and the police were called to break up the fight and wound some of the supporters

 

2- Al-Buhaira Governorate / Rasheed District / A verbal altercation occurred between the supporters of candidate Muhammad Abbas and candidate Sameh Shawer.
