Background and justifications for establishing the alliance

In less than four years (January 2011 - September 2014), Egypt lived through two complementary revolutionary waves. The first was on January 25, 2011, which witnessed the exit of the masses of the Egyptian people raising the slogans of “live, freedom, social justice,” and the second wave was on June 30, 2013 when it was found. The Egyptians believe that their revolution has been “hijacked” to a path inconsistent with its “inclusive” nature and its major goals.

The Egyptians ’revolutions were essentially nothing but aspirations for“ respecting human rights ”and“ achieving comprehensive development. Therefore, preserving their gains, supporting their demands, and actively participating in achieving their goals, kept “assumptions” necessary for all the active forces in Egypt, at the heart of which are the Egyptian civil organizations. The number of organizations exceeded 40 thousand.

Hence the call of the Maat Foundation for Peace, Development and Human Rights to establish a "National Alliance for Rights and Development", which seeks in the first place to deal with the challenges that Egypt faces, especially after its second revolution, which are:

The development challenge: Egypt needs the efforts of all the actors on its soil in order to accomplish major national projects and various development initiatives that lead to achieving economic and social development, developing the public services system, providing job opportunities and creating an attractive environment for investment, with an emphasis on equitable access to development returns and returns.

The political challenge: Which is represented in completing the Road Map procedures and building constitutional institutions, especially Parliament and local councils, and achieving democracy and transparency in partisan, union and civil work.

The human rights challenge: which is to assist the Egyptian authorities to fulfill their international obligations in the field of human rights, and for legislation, procedures and public policies to clearly reflect a clear respect for these rights.

Security challenge: The wave of violence and black terror that Egypt has been experiencing since the June 30, 2013 revolution creates a security challenge related to the right of society to development and development, and imposes the necessity of national alignment in order to dry up the sources of terrorism and eliminate the justifications for violence, and stop the hands that tamper with the security of the homeland and the citizen, and disturb the required balance between rights Individuals and community rights.

The strategic goals of the coalition

Maat Foundation seeks to establish a coalition that includes (1000) civil organizations at least representing all governorates, centers and neighborhoods of the Arab Republic of Egypt, as it represents all sectors closely related to community development, human rights, charitable work organizations, women and youth organizations, people with special needs, and cultural organizations, and the strategic goals of the alliance are as follows: Follows: -

1- Building and continuous development of the capabilities of the coalition members in areas related to community development, human rights, transparency practices, developing their financial resources, developing project proposals and programs that achieve the goals and objectives of these organizations.

2- Assisting national and local authorities, international development partners and the private sector in planning and implementing development programs and projects that are responsive to human rights standards and meet the developmental needs of the different regions in Egypt.

3- Raising societal awareness and increasing the participation of citizens of different groups in public policy-making, and enhancing the integrity of general and union elections to produce real representatives for the various stakeholders.

4- The siege of terrorism and the elimination of the phenomenon of violence within the framework of respect for the constitution and the law.

Executive steps and stages of establishing and activating the alliance

The first step

This step consists in launching the invitation to the coalition and receiving applications for joining on the forms attached to the invitation, building a database of organizations wishing to join, and the first contact with organizations, and it is expected that this step will take two months, and will end with the completion of the number of organizations affiliated with the coalition framework by the end of October 2014.

The second step

Holding regional meetings with the coalition member organizations to elect a founding committee, develop the work list and draft the coalition work program during the period from (January 1, 2015 - December 31, 2017), and elect the coalition's board of trustees, and this stage is expected to end on December 31, 2014.

The third step

The implementation of the first action plan for the coalition, which will last for three years, ends with the approval of the second work plan, which will last for another three years

Eligible organizations and how to join the coalition

All organizations declared in accordance with the provisions of Law 84 of 2002 (NGOs and NGOs) are invited to join the coalition by following the following steps:
