Ouqail: The application of electronic voting at present is doomed to failure

The Maat Foundation for Peace, Development and Human Rights has released a research study entitled “Electronic voting ... a necessity or a dilemma during the Corona pandemic,” in conjunction with the approaching elections for the House of Representatives and Senate in Egypt. The study deals with the opportunities for Egypt to implement an electronic voting system in light of the Corona pandemic or not.

The study dealt with the definition of electronic voting and its most prominent types currently used in some countries of the world, with the most prominent international experiences in using these systems, and clarifying the advantages and disadvantages of each system separately, with the help of some Arab countries' experiences. The study also clarified the opportunities for applying this system in Egypt during the current time, hoping to reduce mixing and prevent congestion in front of polling stations, while mentioning the challenges that prevent its implementation.

Ayman Aqil, President of Maat Foundation, revealed that electronic voting systems are very important, to keep pace with the technical development of the tools used in electoral entitlements, which would reduce time, effort and expenditures, and achieve the highest degree of transparency and impartiality in any election, stressing at the same time, The current time is difficult to implement these systems in Egypt, because they need more time to train voters and qualify polling staff, in addition to rehabilitating the infrastructure and related management of the special expenses for these systems, and above all choosing the appropriate system for Egypt from among the current systems, then The passage of this system through the experiment stage and then the gradual implementation at the level of the republic, which is expected to take a long time, and therefore the experience of this system in the elections to Parliament and the Senate will be doomed to failure.
