The Daily Message for the International-Local Mission to Observe the Parliamentary Elections Second Message: 07th of September 2015 The International-Local Mission to Observe the Egyptian Parliamentary Elections composing the Global Network for Rights and Development (GNRD); the International Institute for Peace, Justice and Human Rights (IIPJHR) and their local partner Maat for Peace, Development and Human Rights (MAAT), started to issue daily messages monitoring the general features of the electoral process.
The Mission noticed on September 6th, 2015 the continuity of limited candidacy applicants in several constituencies, generally, 212 candidates submitted their candidacy applications during the 6th day of the period for candidate registration. The total candidates number till the evening of September 6th reached 4136 candidate, on the constituencies level, AlRaml First district at Alexandria governorate received the most candidacy applications by 60 applications; followed by Mansoura city district by 49 applications; followed by Damnhour city and center district by 47 applications. While Cairo governorate is considered the governorate with the most candidacy applications estimated by 519 applications; followed by Giza governorate by 333 applications; and Alexandria governorate by 321 applications.
On the electoral lists level, the Mission noticed that both AlNoor Party and Nedaa Masr list submitted their lists' application for Upper Egypt district.
Yesterday, the mission observed that many candidates in the various governorates that fall within the scope of the mission's work distributed gifts in kind, material and other services. For example, a candidate in Dakahlia bought an electricity kiosk for the people of Al-Daer
The mission also observed that many candidates use places of worship to introduce themselves and their electoral programs by organizing religious contests.
The Mission observed yesterday several candidates in different governorates distributing in-kind and material gifts along with other services, for example, a candidate in Dakahlia bought an electricity booth for the constituency residents.
Yesterday, the forces ’demonstrations against the electoral process disappeared in all governorates, with the exception of the governorates of Kafr El Sheikh and Giza as well. The governorate of Kafr El Sheikh witnessed a number of Brotherhood supporters leaving in the city of Baltim to demonstrate without permission denouncing the current system and announcing that it did not recognize the results of the upcoming elections, claiming that any upcoming parliament is An illegitimate parliament, and in the Giza governorate in the Nakla district, dozens of the group’s supporters protested against the current system, announcing their boycott of the electoral process.
The mission also limited the efforts of the Higher Commission for Elections to provide an acceptable limit in the speed of receiving candidacy applications, as the mission monitored the presence of the heads of primary courts, who are heads of election committees and judges who are members of the committees, in court headquarters, to receive candidacy applications before nine in the morning. The mission also monitored a large and full security presence in the courts of first instance throughout the period of receiving applications for candidacy, and the committee working on solving any problem that might occur and overcoming any obstacles to facilitate all parties to the electoral process.
Yesterday, the demonstrations of the opposing powers to the electoral process disappeared in all the governorates except for Kafr ElSheikh and Giza, Kafr ElSheikh witnessed an un-authorized protest for a pro Muslim Brotherhood group in Baltim denouncing the current regime and announcing the lack of acknowledgment of the coming election's results claiming that any future parliament is illegal. In Giza, dozens of the pro MB in Nikla protested against the current regime and announced their boycott for the electoral process. The Mission noted the High Elections Committee efforts' to provide the proper limit regarding the speed in accepting candidates applications, where the Mission noticed the existence of chairmen of courts of first instance represented in the heads of elections committees and judges members of the committees at the courts headquarters, to receive the candidacy applications before 9.00am. The Mission also noticed full and extended security in the courts of first instance during the candidate registration period, and the HEC efforts to solve any problems that could take place along with overcoming any obstacles in order to facilitate the process for the electoral parties.
