Mercenaries and foreign fighters in Libya ... are in violation of Security Council resolutions

The United Nations Security Council issued Resolution 2178 of 2014, which obliges all countries to criminalize the activities of foreign terrorist fighters, and includes implementation mechanisms targeting foreign fighters from the moment they "attempt to travel" to conflict areas until their "return." Then # Security Council also adopted Resolution 2396 in December 2017 to help member states uncover the threat posed by foreign terrorist fighters.

Despite this, Turkey's # state government continues to provide assistance in transporting thousands of # mercenaries and # foreign terrorist fighters from the conflict territories in Syria to Libya, to fight in the ranks of the Libyan # Al-Wefaq government, against the Libyan National Army. According to some estimates, as of late June 2020, their numbers reached more than 14,700 mercenaries and foreign terrorist fighters.

Maat Foundation for Peace, Development and Human Rights recommends the necessity of activating Security Council Resolution No. 2178 of 2014 and Resolution No. 2396 of 2017, and putting pressure on the state of Turkey through various UN mechanisms, to stop sending mercenaries and foreign terrorist fighters from # Syria to # Libya, under the pretext of helping the reconciliation government in anti-terrorism.
