The Policy Analysis Unit of the Maat Foundation for Peace, Development and Human Rights issued a study entitled Houthi violations against neighboring countries in the first half of 2019“. The study deals with monitoring and analysis of the terrorist operations carried out by the Houthi group against neighboring countries, especially the countries of Saudi Arabia and the Emirates, and the threat to maritime and air navigation by bombing civilian airports and sabotaging ships and point carriers in regional waters, in violation of all international charters and laws concerned with the safety of navigation, as well as attacking civilians in a manner that may reach To war crimes.

In this context, Hasna Tammam, a researcher at the Maat Foundation, confirms that there is a marked increase in the rates of terrorist attacks carried out by the Houthi group against the countries of the region, especially the wave of attacks directed against the Kingdom of Saudi Arabia, whether through bombing airports or civilian facilities. Hasnaa pointed to the increasing military capabilities of the Houthi group to enable it to hit civilian targets with unprecedented accuracy, due to the increase in military and material support behind which countries and governments support sabotage operations such as Iran.

Hasnaa pointed out that the study reveals the Houthi group’s violation of all international conventions that the group has not deliberately paid attention to, while linking all terrorist operations that have been monitored to the international laws that have been violated. The study reveals the nature of the attacks carried out by the Houthi group against neighboring countries, and the geographical distribution of these attacks to clarify the places on which the Houthi group focuses, as well as the type of weapons used and the extent of their development from their predecessors.

The study calls for the need to enact more precise, detailed and comprehensive international laws, with the aim of clearly and firmly binding armed groups with the rules of international law, so that the criminal responsibility of any armed group that practices international terrorism is not overlooked, and these laws must include strict penalties for countries that participate in financing these groups. The armed forces, as soon as it is proven that it is implicitly or otherwise involved in this financing or support, in all its forms and forms.
