Report on extrajudicial killing

Concerning: Article 3 related to the report of the Special Rapporteur on extrajudicial, summary or arbitrary executions (Human Rights Council Resolution 15/35)

The right to life is guaranteed by Article 3 of the Universal Declaration of Human Rights, and Article 6 of the International Covenant on Civil and Political Rights. Exceptional circumstances, including state of war, threat of war, internal political instability, or any other state of emergency, may not be invoked to justify extrajudicial, summary, or arbitrary executions.

In order to prevent extrajudicial executions, arbitrary executions and summary executions, Maat Foundation for Peace, Development and Human Rights (Egypt) calls for the need to impose close control on all officials responsible for arresting, arresting, detaining, imprisoning and imprisoning people, as well as on the employees legally authorized to use force and firearms. It also calls on governments to impose a ban on officials issuing orders authorizing or inciting people to carry out any kind of extrajudicial execution.
