"The parliament for the future" "Legislative viewpoints"

According to its attention to the legislative and the rights affairs, Maat center (institute) for the juridical and the constitutional studies organized and managed in Monday according to 23 of January the current and the recent a seminar under the title of "the parliament for the future, legislative viewpoints, spoke at it Dr. Mohamed Al-Beltagy, the secretary for the parliamentary group of the Muslims brothers group, Dr. Georgette Abedo Kelliny, the parliamentary member of the national democrat party, the member at the national council for the human rights, Mr. Salah Al-Sayegh, the parliamentary member of Al-Wafd party, as this seminar was managed by Mr. Ayman Okail, the general manager of Maat center (institute)for the juridical and the constitutional studies in addition to being there the attendance of a large number of the lawyers, the researchers, the representatives of the civil society organizations and the youths of the political parties.

By his speech Mr. Ayman Okail, the general manager of Maat center (institute)for the juridical and the constitutional studies has assured that, Egypt recognized the 1st parliament of its own in the year of 1866 whereas there haven’t been allover the whole world but 9 of the parliaments and that the structure of the Egyptian parliament has been developed also its perform and authorities have been developed and that according to the constitutional contexts the parliament has got and performs 3 of the functions they are:

1st : the legislative function:

the president of the republic interferes at it by passing the laws and objecting against them.

We wish that, the day will come for being only the parliament that, the sole decision maker and the sole legislature and the executive authorities to avoid any conduct or behavior that may infringe against the constitution and its meanings.

2nd : the revision and the supervision function :

by the representatives revisions and questions and the committees for investigating the truth and the opinions surveys and inquiries, suggestions and the public and the general discussions and the urgent statements.

Finally to resign the whole of the cabinet or any of the ministers that hadn’t been happened before at the parliament.

3rd : the financial function: that’s includes:

1-preparing and discussing the balance sheet (budget) of the state.

2-signing the balance sheet (the budget)of the state.

3-imposing the public (the general) taxes and its amendments.

4-the loans that the state of Egypt commits.

5-determining the rules and the regulations for some of the financial affairs and matters.

Okail assured that, it is shameful that, the Egyptian parliament lost these authorities and that, the role of its major members is represented now by the servicing role and that the legislative and the revising, supervising roles have been decreased and diminished.

If we looked at and reviewed the current parliament that’s the parliament for the future as it is called so that’s consisted of 432 of the elected members in addition to 10 of the imposed members, there are still 6 of the constituencies, the elections there were not and haven’t been held yet, they are, the constituencies of Disouk, Kafr El-Sheikh, Al-Kahnater Al-Khayreya, Itsa, Aga, Al-Mensheyah.

This parliament was formed after elections were the most violent elections at all along the history of Egypt.

- Elections fallen and toppled the symbols of the National Democratic Party !!

- Elections in which, according to observers' estimates, more than three billion pounds were spent !!

� Elections that came after the first elections in Egypt for the post of President of the Republic !!

These elections whereas the expenses of its competitors according to the observers and the watchers reports, passed much more than of 3 milliards of the Egyptian pounds.

These elections that were held after holding the 1st elections in Egypt for the position of the president of the republic, he assured that, the structure of this parliament raised a lot of the fears and the questions from the majority of the Egyptian people about its attentions and intentions towards the legislations, particularly about the women, the arts, the benefits and the interests of the poor majority of the Egyptian nation particularly with the obvious rise for the Muslims brothers group and the large number of the businessmen within the majority of the parliament.

Dr. Georgette Qalinni explained that she will present a draft law this year regarding the application of a quota system for women in parliaments, as well as rejecting the idea of a quota system for Copts.

Georgette denied that the rise of the religious trend in parliament has a negative impact on legislation, especially with regard to issues of public freedoms or women, and stressed the need to eliminate the duplication that results from the entry of ministers as representatives in parliament and emphasized that this eliminates the principle of equal opportunities, the principle of equality and parliamentary oversight. The executive authority has affirmed that the ministers who enter parliament have proven that they have no role except when voting on any decision by raising their hands and that they do not make any addition to Parliament. It also demanded that members of the People's Assembly and their families do business with the government as this contradicts the constitution and contradicts with The supervisory role of council members over the executive authority

In his speech, Dr. Mohamed El-Beltagy, Secretary of the Brotherhood bloc, affirmed that the amendment of Article 76 of the Constitution came to remove the government and the regime from a certain impasse, and it was not for the purpose of political reform, and as a result, if the position of the President of the Republic becomes vacant for any reason, we will be in a great impasse.

He explained that amending Articles 76 and 77 of the Constitution, as well as the Military Governance Law and the Law on Exercising Political Rights, are among the priorities of the Brotherhood’s work program in the new parliament. He pointed out that the Brotherhood’s work program in general revolves around four axes, the first of which is political reform and support for democracy, the second is resistance to corruption, and the third concerns development issues. The fight against unemployment and the last is related to setting up a cultural project and an independent identity, especially that we are a nation with a history and civilization

Al-Beltagy revealed the Muslim Brotherhood’s desire to establish a civil political party with a religious reference and denied that they are seeking to work a religious party. Within the framework of understanding and agreement, Al-Beltagy praised Dr. Georgette and said that the Brotherhood considers her the 89th representative of the Muslim Brotherhood due to her moderate positions within the Council.

As for Mr. Salah Al-Sayegh, a member of the People's Assembly for the Al-Wafd Party, he emphasized that the delegation's priorities in the legislation and constitutional reforms that relate to reviewing all articles of the Egyptian constitution also affirmed that the representatives of the delegation would take it upon themselves to try to amend the law on the exercise of political rights and parties, as well as to abolish the party affairs committee. He emphasized his personal adoption of workers' issues in Parliament, and work to improve the legislative climate for the benefit of workers and lower classes of society.
