The Joint Observation Delegation between Maat Foundation and The Global Network For Rights and Development The Referendum Second Day - The Second Report

Maat’s field observation teams that consist of 1200 observers continued respectively for the second day their work in 23 governorates to observe the voting procedures in the referendum on the 2012 suspended constitution’s amendments. We show in this report the most important thing was spotted during the period from 12 pm to 5 pm:-
1. Behira: there are observation cameras inside the polling stations of Rahmaniyah Language Experimental School, and Ibn Elnafis Prep School for Girls.
2. Sharqya: Zagazig Center- Commercial Services School- polling station No. 62, the percentage of the voters 52%, polling station No. 63, the percentage of the voters 48%, polling station No. 64, the percentage of the voters 51%.
3. Menoufia- Sers Ellyan City, two of the Muslim Brotherhood members attacked a woman lifting ELsisi image, and calling to vote to yes, and the woman recorded a report about the incident.
4. Menoufia- Shebin Elkoum- Kafr Elsheikh Khalil Prep School- polling stations No. 81 and 82, the replacement of the judge because of complaints from the citizens that he directs the voters to vote to no, and he was excluded.
5. Shebin Elkoum, Ashmoun and Tala Centers, the replacement of three staffs because of the complaints from the citizens.
6. Minya- Malawy Center- The Prep School- polling stations No. 48, 49 and 50, the turnout is very heavy that led to crowded, and the voters’ organizing is very good by the army forces, and there is inspection to any bag whether belongs to man or a woman.
7. Qalyoubia- Alkhosos- Alkhosos Prep School for Girls, polling stations No. 13, 14 and 25, the voting bloc 6000 votes, the turnout is medium. Complaints from the citizens about Alkhosos Basic Education School, polling stations No. 37, 38, 39 and 40, the voting bloc 4000 votes, and the school is far from the residential area and needs for transportation that isn’t available that led to poor voting in the school since yesterday.

8. Fayoum- Tamya City- clashes between a march for the referendum’s opposition and the locals who are in front of the polling stations after altercations between the sides without any injuries.
9. Polling stations No. 10 and 11 in Alshaihd Galal Alshhawy School, a prosecutor staff called Samia Abou Neama directs the voters to vote to (no) before the judge who didn’t react.
10. Suez- Navigation District- Suez Department- the voters comes to vote in the last hours at Mohamed’s Hafez and Suez’s polling stations.
11. Qena- Karnak Village, Sheikh Alqrya called Abd Eldawod Mohamed Radwan has been arrested because he directs the voters to vote to (no) during his pass by polling stations No. 119 and 121.
12. Port Said- Suburban- Altawkilat School, 1205 has voted out of 3000 voters and the turnout is continuing on the polling stations.
13. Cairo- Shubra Masr- Ibn Elforat Language Elementary School- Ibn Elforat Street, polling stations No. 13 and 14, the judge left from 12 pm to 1 pm saying that he was praying Aldohr, and from 3 pm to 4 pm saying that he is having the lunch, and the voting process continued despite his absence.
14. Qena- Western Alashraf village, secondary teacher has been arrested because he uses the microphones in Alamry Mosque to direct the voters to (no) on the constitution, and he was referred to the prosecutor.
15. Violent clashes took out between Kafr Eldwar City citizens and Muslim Brotherhood members during a Brotherhood march got out from Alhooda w Alnoor Mosque in Talaat Harb District against the army and the police, and to ask to boycott the referendum, the locals chased the Brotherhood members in the side streets.
16. Luxor- Armnt Alhiid- The Secondary Azhar institute for boys- polling stations No. 23 and 24, the turnout is very high to the end of the day.
17. Qalyoubia- Tookh Center- a staff has voted to one of the voters in The Biggest Aghoor Prep School for boys in polling station No. 78.
18. Minya- Beni Mazar Center- The Experimental Language School- polling stations No. 146, 147 and 148, there was a problem that there was a staff that tells Christian ladies who come to vote that their names aren’t registered in the polling station and to go and search in another polling station, that is without doing any research process for the names, so talks happened before the polling station, so the observer interfered and collected their IDs and went to the polling station’s judge and handed over the IDs and told him what happened with him and with the Christian women, so the judge searched for their names and found them, so he excluded the staff from the polling station.
19. Fayoum- Snours- Kafr Fazara- security attention after a call to the security leader, that led to closing the streets around the polling station with letting the individuals to pass, with getting the help from the soldiers from the security point.
20. Fayoum- Snours- Kafr Fazara, letting a citizen to vote with his ID that expired since 2003.
21. Beni suef- Nasef- Girls’ Secondary School, a growing turnout in the polling stations No 46, 47 and 48, before they close the polling stations with two hours.
22. Beni suef- Somosta- Girls’ Prep School, there is no voting booth to vote behind.
