Statement of the joint mission of the International Network for Rights and Development and the Maat Foundation for Peace, Development and Human Rights A preliminary statement on the voting process on the first day

Through a joint mission with a total of (1198) international and local observers, (23) local operations rooms, and a central operations room. The joint mission followed the progress of voting operations in (23) Egyptian governorates (Cairo, Giza, Qalyubia, Gharbia, Menoufia, Dakahlia, Sharkia, Alexandria, Kafr El Sheikh, Beheira, Fayoum, Beni Suef, Minya, Sohag, Assiut, Qena, South Sinai. North Sinai - Port Said - Suez - Ismailia)

And here the mission would like to refer to the following: -

First: Through the reports of our observers to the operations rooms and the data scheduling process in the central room, the mission congratulates the Egyptian people on the success of the operation on the first day, and its overall conformity with international standards and the legal framework regulating it.

Second: The primary indicators of the Central Operations Room indicate that the participation rate in popular areas has exceeded 75%, urban areas 40% and rural areas 65%, and that Cairo governorate witnessed a very high voting process, and a high turnout of voters.

Third: The first morning operations witnessed confusion and some defects in meeting the specified dates issued by the Supreme Elections Commission. Soon, it began to regularize from the following hours, and it was clear that most of the defects were concentrated in the polling stations of the arrivals. And the first indicators of the operations team indicate that the defect in the follow-up centers did not exceed 4% of the total centers.

Fourth: The mission confirms that it has monitored violent attempts to prevent voters from reaching the polling stations, and some violent actions, starting with placing improvised explosive devices, burning tires and blocking roads leading to some centers, and that the final report will include specific details of those events and the extent of their impact on the process. Vote.

Fifthly, the mission indicates the presence of propaganda near polling stations, in contradiction to the law, most of which were spontaneous and decentralized.

Sixth: The mission notes that the first report of the Operations Team monitoring the behavior of the security forces from the army and the police in charge of securing the operation showed the existence of impartiality and respect for the will of the voters, although this does not negate the occurrence of incidents that did not affect the overall referendum process.

Seventh: The mission indicates that it has received some complaints that are still under investigation from citizens about the misconduct of some levels of the committees, and that some judges in the committees asked them to vote against the constitution, and in other centers it was recorded that some officials withdrew from the committees as a result of political positions related to the political debate in Egypt. And here the mission confirms that these incidents in general did not affect the flow of the voting process.

Eighth: The mission confirms, and through its accumulated experience, that the Higher Election Commission carried out a professional process that included 30317 election centers and worked to provide the necessary materials, staff and facilities that led to a streamlined process, and here the mission would like to recommend the commission to provide more facilities for the elderly Due to the density in front of the centers and the long waiting process.

Ninth: The mission confirms that its followers did not register any harassment or obstruction to their work, and that they completed the closures, which went smoothly.

Tenth: The mission notes its regret for the loss of victims as a result of violent attempts outside the polling centers that were intended to try to impede the voting process.

The mission confirms its continued follow-up with field work and the preparation of a comprehensive final report for the process of voting, counting and announcing the results, and that the preliminary report of the final report will be announced at a press conference that will be held on Thursday January 16 2014 at five in the evening at the Intercontinental Citystars Hotel.
