Press Release issued by the Global Network for Rights and Development The Observation Delegation for Egypt Constitution 2014

Through its observation to the conduct of the referendum processes on Egypt 2014 constitution during the first day of the referendum, the Global Network for Rights and Development (the international observer), and via the Network international observers and local partner Maat for Peace, Development and Human Rights and their alliance composing 1198 professional well-trained observers in 23 governorates, would like to point out the following:
 Via the field observation for different polling stations in different governorates, the Global Network for Rights and Development indicates that most of the polling centers met the international standards agreed upon to adopt secure and safe polling process, at reasonable rates;
• There was some imbalance and confusion resulting from the lack of organization and lack of experience, and the initial assessment of the joint operations room indicates the delay in opening centers or dealing with forms, funds and the like. The percentage of 3% did not exceed the total centers that were followed up, and the confusion was the most in the expatriate committees
• The Network records its high appreciation for the estimated effort made by the Supreme Elections Committee by providing the facilities and providing the necessary equipment and manpower that led to a good operation in its first day.
 There has been some problems and confusion due to the lack of regulation, and lack of experience. The preliminary estimate of the operations room indicates that the delay in the opening of some polling centers or handling ballot papers, ballot boxes etc., did not exceed 3% of the total observed centers, most of the confusion was in the expats polling stations;
 The Network expresses its gratitude and high appreciation for the appreciated effort offered by the Supreme Electoral Committee represented in providing the facilities, as well as the provision of necessary equipment and manpower which resulted in a good process in its first day;
 The Global Network for Rights and Development stresses on the positive role performed by the army troops and police, and their non-biased performance in the overall polling centers. With emphasizing that the final report will include some violations that did not affect the referendum by any means;
 The initial estimate for the joint operations room indicates that the voting rate in the popular districts exceeding 70% of the total registered voters in those districts, with participation rates of apprx. 40% in the urban areas residents. The early morning hours and midday witnessed large turnout, the pace decreased at noon to increase again with the evening hours;
 The voting process stopped in some polling stations due to different reasons varied between security threats and some biased judges and polling stations officials among other reasons. The delegation herein applaud the good and responsible action taken by the Supreme Electoral Committee regarding moving some polling stations along with providing guidance and announcements giving directions on how to reach them;
 The Network points out some election campaigning violations close to the polling centers manifested in folklore and popular celebrations;

 The Network regrets to state few trials by political groups which tried to prevent the electorate from reaching their polling stations;

 The Network regrets and offer condolences for the Egyptian people for the 10 killed in sporadic violence and some attempts to influence the referendum conduct. Herein, the Global Network for Rights and Development would like to express its deep respect for the civilized attitude reflected by majority of the included individuals in the observation process, even though we understand the political situation and transition Egypt goes through.
