In the context of its follow-up to the incident of the attack on an Egyptian woman in Minya Governorate, and its monitoring of the reactions associated with it by the concerned state agencies, religious institutions, parliament, civil society organizations and various media, Civil Society Organizations Coalition for the Universal Periodic Review  He wishes to affirm his full solidarity with the woman victim of the incident, and stresses the necessary need for sustainable measures to ensure that these incidents do not recur and that the perpetrators are held accountable.

The Civil Society Organizations Coalition for the Universal Periodic Review, which was established in May 2016, and takes the Egyptian constitution, the relevant international conventions, and Egypt's pledges to the UPR mechanism in 2014 as its primary reference, indicates that the incident of the assault on the Egyptian woman is An assault on all of Egypt and the right of citizenship, which was committed with motives that carry “sectarian behavior” by the perpetrators, which must be confronted decisively by the concerned state agencies (judicial - legislative - executive), in order to preserve the societal fabric and uphold the values of citizenship and tolerance, Accepting the other, respecting the law, and rejecting violence and intolerance.

The coalition draws attention to the fact that the incident contradicts the provisions of the Egyptian constitution, which provided an advanced framework for preserving citizenship rights and strengthening societal peace, especially in its articles 19, 53, 59, 63, 99, and contradicts 11 recommendations of the UPR recommendations. Egypt accepted it with regard to promoting religious tolerance and protecting citizenship rights.

In the context of its contribution to proposing solutions of a sustainable nature to the incident, the coalition stresses the need to work on issuing legislation that criminalizes discrimination and the practice of violence on sectarian, ethnic or gender grounds, with the need to create a permanent institutional mechanism with a legal mandate to move about these issues, and to follow up the measures taken regarding them. .

The coalition also calls on the “Egyptian Family House” to go beyond the stage of action in response to events, and to seek the initiative through an integrated and coordinated package of activities and events that includes all parts of Egypt with the participation of civil society organizations, the media, and the active forces in local communities, with the aim of drying up the sources of thought that nurtures Religious and sectarian intolerance.

Finally, the coalition affirms the need for law enforcement agencies and the Public Prosecution to continue their vigorous efforts to arrest the perpetrators and bring them to a fair and prompt trial in order to receive a deterrent punishment commensurate with the scale of the crime they committed

It is worth noting that Civil Society Organizations Coalition for the Universal Periodic Review It is an institutional gathering of 27 Egyptian NGOs from various governorates, established with the aim of helping the Egyptian state fulfill its international and national obligations related to human rights standards, especially those related to the recommendations of the universal periodic review to which Egypt was subjected in 2014, during which it pledged voluntarily to implement 223 recommendations that include A large package of political, social, economic and cultural reforms.
