This sixth report comes within the framework of the Maat Foundation for Peace, Development and Human Rights follow-up of the parliamentary performance by monitoring and analysis within the framework of the Foundation’s keenness to build a real legislative institution that can work to realize the dreams of the Egyptian people. The report covers the period from 11 June 2016 to 10 July 2016.
This report is based on an aggregate of what has been published on news sites specialized in parliamentary affairs, as well as statements and interviews of MPs, television and press, and their personal pages on social networking sites.
The report focused on monitoring the legislations approved or discussed by parliament during the period it covers, and the report also monitors the oversight role of parliament on the performance of the state’s executive bodies and the relationship between parliamentarians and executive bodies. The report also displays foreign visits to the parliament and also the parliament’s reception of diplomats from other countries at the official level.

First: The legislative performance of Parliament:

This month witnessed the issuance of the approval of the general budget of the state and the issuance of a number of legislations, while the legislation that was hoped to be issued and headed by the law of civil service, the law of civil societies, the press and media law, the amendment of the demonstration law and also the unified law of places of worship in light of successive crises due to a situation The mobilization that society is going through for not issuing this law is a challenge despite the constitution obligating Parliament to issue a law for places of worship in the first session.
Also, the people and the political and civil forces are still waiting for the forms of the local administration law, which everyone considers the last building block in the stability of the Egyptian situation after many crises that the country has gone through over the past five years, which also necessitates the issuance of the law of the administrative division of the state and the law establishing the National Elections Commission . In contrast, the most prominent proposals and draft laws discussed by Parliament were as follows:
• The House of Representatives approved a draft law to approve the economic and social development plan, and the draft budgets of the entities included in the state's general budget for the fiscal year 2016-2017.
• The House of Representatives approved a draft law linking the state budget 2016-2017, its general visas attached to the draft law, and draft laws linking the budgets of economic public bodies and financing funds of an economic nature for the fiscal year 2016-2017 and the visas attached to it.
• The House of Representatives approved the draft law on the estimates of the budget chapters of the National Authority for Military Production, and the detailed draft budget for the House of Representatives 2016-2017 and its visas.
• The House of Representatives approved the President of the Arab Republic of Egypt Decision No. 134 of 2016 linking the budget of the National Authority of the Radio and Television Union for the fiscal year 2016-2017.
• The House of Representatives approved a bill to permanently cancel daylight saving time. And in the absence of any comments from the State Council on the law from the side of the review drafting. And 121 deputies had previously submitted a bill to cancel the daylight saving time.
• The Media and Culture Committee in the House of Representatives headed by Osama Heikal approved a draft law submitted by MP Mustafa Bakry, amending some provisions of Law No. 96 of 1996 in the matter of organizing the press, which gives the president the right to temporarily form the Supreme Council of the Press, pending the issuance of the law regulating the press and media .
• The House of Representatives approved Presidential Decision No. 25 of 2016 regarding amending some categories of customs tariffs contained in Presidential Decree No. 184 of 2013.
• The House of Representatives approved a bill amending some provisions of Law No. 394 of 1954 regarding weapons and ammunition. The draft law included three articles. • The House of Representatives approved a bill amending some provisions of Law No. 46 of 1978 in the matter of achieving tax justice. • The House of Representatives approved the President's decision to draft Law No. 143 of 1994 regarding civil status. This came after the report of the Defense and National Security Committee confirmed that the Civil Status Law was issued on June 7, 1994, including imposing some fees for the performance of service for the resources of the Civil Status Department, and no fees have been increased on the sources of the civil status sector, as well as for the performance of service since And given that the Constitution in its Article No. 38 Paragraph 2, which stipulates that public taxes shall not be established, modified or canceled except by a law and exemption from them may not be made except in the cases stated in the law and no one may be assigned to pay other taxes or fees except in Limits of the law.
• The House of Representatives approved the President's decision with a bill to amend the provisions of the Law on Cases of Appeal Procedures before the Court of Cassation promulgated by Law No. 57 of 1959, after the failure to vote on the law five times due to lack of a quorum, as 402 members approved the law.
• The Defense and National Security Committee of the House of Representatives approved a number of amendments to the provisions of Law No. 58 of 1978 regarding mayors and sheikhs, foremost of which is that the age of the candidate should not be less than 30 years of age on the day the candidacy is opened, in order to encourage young people. Provided that he has performed or exempted from military service, and is residing in the village in which his candidacy will be announced, provided that he follows with them the conditions of preference. In the same context, the House of Representatives announced that it continued to discuss with it some international agreements signed by the President of the Republic to ratify them, including:
• Parliament approved Presidential Decree No. 22 of 2016 regarding approval of the economic and technical cooperation agreement between the Egyptian government and its Chinese counterpart signed in Cairo on November 16, 2015. The Undersecretary of the Joint Committee from the Economic Affairs Committee and the Office of the Foreign Relations Committee, Dr. Mohamed Ali, presented a report on the agreement, explaining that it is a step on the way to boosting economic and trade relations between Egypt and China, which is a matter that should be maximized in the future.

• The Foreign Relations Committee, chaired by Ambassador Mohamed El-Orabi, Chairman of the Committee, met with a number of ambassadors from Latin America and the Caribbean. The two sides discussed bilateral relations and ways to enhance them. The Latin side expressed its happiness at being in the House of Representatives. The visit began by congratulating the Egyptian side on the completion of the road map. Both sides also referred to the importance of establishing friendship associations between Egypt and Latin American countries, and the Panamanian ambassador invited the Committee on Foreign Relations to attend the expansion ceremony of the Panama Canal. The two sides pointed out the importance of increasing cooperation between Egypt and Latin American countries
• The Egyptian parliamentary delegation, headed by Dr. Ali Abdel-Al, Speaker of Parliament, met with Sergei Naryshkin, Speaker of the Russian Duma in Moscow, and the two sides talked about a number of files, most notably the fight against terrorism and the return of Russian tourism and direct airlines to Egypt. The meeting was attended by a delegation from the Russian Duma, as well as an Egyptian parliamentary delegation, the most prominent of the participants in it, Osama Heikal, Chairman of the Culture, Media and Antiquities Committee, Sahar Talaat Mustafa, Head of the Tourism and Civil Aviation Committee, and Adviser Ahmed Saad Eddin, Secretary-General of Parliament.

• Parliament witnessed during the reporting period the leakage of a blatant video clip of one of the deputies on one of the social media programs designated for members of the parliament, and it includes female deputies and a large number of heads of parliamentary committees and bodies, "256 male and female deputies." Through the phone of the deputy, Asma Sharshar, which aroused the ire of the members, and some of them demanded that Deputy Sharshar be transferred to the Values Committee, and in this regard, the Chairman of the Council, Dr. Ali Abdel-Al announced that he would take the necessary measures, and he would notify the Communications Investigator to track who sent this video, and he would notify the Attorney General to investigate the matter So far, the real perpetrator has not appeared, and the deputy has not been referred to the Values Committee, and the matter has not been addressed again !!
• The House of Representatives has witnessed, in recent days, that the deputies of the “Support Egypt” coalition exerted great pressure on the rest of the deputies in order to approve the civil service law, which is facing great rejection within the parliament, as Alaa Abdel Moneim did; The coalition member and his spokesman, conducted several interviews with a number of deputies, especially those who reject the law, and made phone calls to another number of them, to demand approval of the law, and presented to a number of deputies a set of inducements that encourage approval in exchange for providing a number of services to their constituencies. These contacts come in the wake of the state of severe division within Parliament, as many MPs tend to reject the law, as it happened when it was rejected unanimously, even by MPs supporting Egypt last January, as many MPs fear the anger of the people of their constituencies if the law is approved.
• The scene of the absence and leakage of deputies from the plenary sessions in control of the House continued, which prompted the Speaker to announce that the crisis of the deputies ’absence from the public sessions in this way disrupts the laws that are to be issued during the first session. He emphasized that 70% of the freedoms and public powers laws that came in the 2014 constitution are laws that complement the constitution and require a two-thirds majority. He pointed out that this condition is an obstacle set by the 2014 constitution. Then the Speaker justified the absence of deputies, saying, "The phenomenon of absence of representatives exists in the majority of parliaments in the world, but the problem here is the requirement of two-thirds approval that was approved by the constitution for the laws that complement the constitution." Abdel-Al indicated that in the event of the continuing absence of representatives, we will face the problem of ending the first session without concluding the legislative obligations that the parliament has in this period.

Sixth: final conclusions

Six months have passed since the convening of the first sessions of the House of Representatives, and until now the legislations that the parliament must pass in the first session, headed by the law of the High Elections Commission, the law of administrative division, the law of local administration and the law on building churches with the continuing cases of tension and attraction between parliamentarians and some of them, as well as the continuing phenomenon of absence Representatives, however, that same month witnessed remarkable progress and movement in the level of performance of the specific committees, as well as a strong movement regarding the oversight role, as well as the success of the Council in finalizing the approval of the state budget for the 2016/2017 fiscal year.
Also, the interest of many MPs in the direct service role of their departments outweighs their interest in the legislative and oversight role of a general nature, which is due to the continued absence of local councils, as well as the failure of the current local authorities to respond to many citizens' problems.
The continuing phenomenon of the absence of representatives is also one of the bad phenomena that characterized the reporting period, and the parliament must take serious steps through the competent committees to confront this phenomenon.
