In order for the police not to lose the popular back in their war with terrorism, a critical and reform vision provided by the Maat Foundation

Introduction Since June 30, 2013, that is, for a year and a half, the relevant security services in Egypt (the police - the armed forces) have been waging a fierce war with black terrorism that violates the right to life, undermines the foundations of personal safety and disrupts development efforts. Since this date, these agencies have paid a heavy price in That war is the lives of hundreds of its people who were martyred at the hands of extremist terrorist groups. In parallel with the inevitable recognition of this fact, and looking with pride and reverence for the sacrifices of the martyrs, there are fundamental questions that arise themselves at the present time as a result of what is monitored and documented by civil society organizations and human rights defenders regarding the existence of violations and violations by some of those affiliated with the police, as well as About the existence of fixed convictions for others pursuant to judicial rulings or according to reports of fact-finding committees (the case of the transfer car in Abu Zaabal prison, for example). Perhaps one of the most important of these questions is: Is the police force keen to gain the support of the popular back in its war on terror ?? Are the practices of many affiliates of the agency pointing in this direction? Has the belief of the leaders and officers of the important security apparatus really changed towards respecting human rights and emphasizing the preservation of human dignity while performing their duties entrusted to them? The most important question is to what extent the police force is keen to deliver a clear message to the Egyptian citizen that practices prior to January 25, 2011 will not return? Asking these questions at this critical time is mainly motivated by helping the Egyptian police to fulfill their obligations and carry out their duty in a framework of professionalism and ability while at the same time respecting the law and human rights standards, and this framework is the only one that guarantees the police apparatus the availability of a popular backing in its war on Terrorism, without which we will not be able - as a homeland - to win this war. Therefore, the police’s handling of the “criticism” that is directed at it in this field must not be a “sensitive” one, and interior leaders should not be concerned with “denying the charges”, as much as their interest in reforming conditions and holding those responsible for violations and abuses accountable, and seriously seeking to adopt a strategy that ensures that Repeat in the future. The practices of some police officers during arrest and deportation ... going back to the pre-January 2011 era, according to multiple reports, including the report of the Independent National Commission to collect information and evidence and investigate facts that accompanied the June 30, 2013 revolution and the events that followed, documenting and dating them. ”The problem is the decision of the Interim President of the Republic, Qom 698 of 2013 on December 21, 2013 “headed by Prof. Dr. Fouad Abdel Moneim Riad, former international judge and professor of law, and based on what was monitored and published by many civil society organizations concerned with torture cases, some of those affiliated with the police force have committed violations, abuses and violations of human rights during Arrests and deportations of wanted persons in various cases. Returning to the report of the Commission of Inquiry on June 30, we find that the report confirms that some Interior Ministry officers do not adhere to human rights standards during the processes of arrest, detention and deportation. The report documented testimonies of about “half” of the detainees interviewed by the Commission, in which they reported that they had been subjected to violence during their arrest or their presence in sections. Police or during their deportation. Random arrest ... mistakes that need to be considered for a long time. Over the past period, and despite the success achieved by the police in arresting wanted persons and perpetrators of crimes and violent incidents following the second revolutionary wave on June 30, 2013, there have been cases of random arrest of some persons who were not accused in cases of violence and terrorism, and then At times, some officers appeared to not verify the identity of those being arrested, and did not make much needed and necessary effort to reach the true suspects. Services provided to citizens .. The complexity remains the master of the situation The package of civil services provided by the Ministry of Interior to citizens is still very complex, slow and remarkably low quality, and the regulatory procedures governing obtaining traffic services and civil statuses still open the door wide to corruption and bribery, especially on the individual level Secretaries, junior officers and civil servants in the ministry. The suffering incurred by the citizen and the time it wastes to obtain these services entrench negative perceptions about the ministry and its apparatus, as most of the services are still not mechanized, and those wishing to obtain them suffer from standing in long and unorganized queues, and the treatment of service providers from employees and low ranks is still bad and arrogant in most the places . Towards serious steps to preserve the people’s support by respecting human rights The continuation of these practices, even if they are practiced on limited scales, will be deducted from the public support for the police in its war on terrorism, and not taking serious and urgent steps to ensure respect for human rights - whether during security or During the provision of civil services - it will increase the rates of dissatisfaction with the performance of the Ministry. Therefore, Maat Foundation for Peace, Development and Human Rights, and based on its keenness to support security practices that respect human rights, and its belief that popular support is a necessary necessity to resolve the war on terrorism, it provides the following recommendations to the makers The decision in the Ministry of Interior: 1- Forming a permanent advisory committee of experts in the field of human rights, and the committee must include independent experts who are respected at the local and international levels and have an honorable professional and scientific record in the field of human rights, provided that the task of this committee is to review strategies and policies The Ministry of Interior from a human rights perspective, providing recommendations and visions to decision-makers in the government and the ministry, supervising training, qualification and awareness programs for the ministry’s cadres, and assisting Committees for receiving complaints, inspection and internal investigation in their duties. 2- Forming an independent investigation committee into all the incidents that have been monitored and documented by civil society organizations and fact-finding committees during the past year and a half, which include violations and violations committed by some of those affiliated with the Ministry of Interior, and taking legal and judicial measures against all those who will prove their involvement in such actions . 3 - The Public Prosecution should strengthen its monitoring of the performance of the police force during the stages of arrest, detention and deportation. 4- Establishing a transparent and effective system for receiving complaints of human rights violations, investigating them and responding to complainants, and the Human Rights Council and the Public Prosecution should play a clear role in this process. 5- Developing a strategy that includes time-bound executive work programs to develop civil services provided by the Ministry of Interior in a manner that satisfies the beneficiaries of these services and allows them to be involved in evaluating them on an ongoing and periodic basis, provided that this development includes expanding the automation of services and their performance via the Internet, and tightening legal penalties for those requesting And the bribe-taker.
