Maat Foundation for Peace, Development and Human Rights (Egypt) presents this report to monitor and analyze the human rights situation in Syria, in the context of the Foundation's interest in promoting respect for human rights in the Arab region, as the current transformations do not provide a horizon for developing peaceful and sustainable solutions to settle the existing conflict and restore cohesion, On the contrary, it limits expectations in a frightening way. While the settlement efforts under the auspices of the United Nations in Syria have shifted from negotiations between the political parties to a mere attempt to form a founding committee to draft a constitution, the voices of cannons and aircraft have not diminished, especially in light of external interference and the spread of groups. Armed and working to increase tension and ignite the crisis.

This report has adopted a methodology based on the international obligations of the Syrian government according to its ratification of a number of international instruments to protect human rights, in addition to collecting, classifying and analyzing available information on the human rights situation in Syria, as well as communicating with a number of activists, actors and local stakeholders in order to prepare this report.
