The rights of people with disabilities in Kuwait, between reform efforts and contemporary challenges

Kuwait acceded to the International Convention on the Rights of Persons with Disabilities on 8/22/2013, and the Kuwaiti government delivered its first report on people with disabilities in Kuwait on 9/24/2015. There is no doubt that the rights of people with disabilities are among the most fundamental human rights, as they are among the first categories of care in all peoples, and all religious laws, international charters and norms have stipulated their protection.
Therefore, and based on the responsibility of Maat Foundation for Peace, Development and Human Rights in promoting human rights around the world, especially in the Arab world, the Foundation prepared this report in conjunction with the Kuwaiti government review to fulfill its obligations under the Convention on the Rights of Persons with Disabilities.
Reviewing the Kuwaiti file on the rights of persons with disabilities, there is no doubt that Kuwait is one of the countries most interested in this file in the world. Despite the progress made, there are still some unanswered questions about the legal loopholes that exist to date, in addition to the existence of actual violations of persons with disabilities. At the end of the report, Maat Foundation made some recommendations to the Kuwaiti government, as follows:
Reforming the legislative infrastructure on the rights of people with disabilities in line with the International Convention on the Rights of Persons with Disabilities.
To exert more efforts in restoring the practical measures taken to promote the rights of persons with disabilities.
The necessity to adhere to classifying the categories of people with disabilities defined by the law, which divided them into four categories (mobility, auditory, visual, and mental) to prevent the addition of those who do not apply to the classification, which burdens the body with disabilities and thus leads to negligence in fulfilling their rights.
Removing any obstacles related to the completion of their procedures by persons with disabilities on their own, such as finding evidence of the guardian system in force in banks in dealing with people with visual impairment.
