Maat Foundation for Peace, Development and Human Rights has the honor to invite experts in the fields of political science, public administration, decentralization and media to present technical and financial proposals to prepare a training manual under the title "Decentralization and Effective Professional Practices"

The target group in the guide (trainees)
- Gentlemen government executives of different job ranks (employees of the local administration authority - employees of public services directorates and departments in the governorates) 

The aim of the guide
Raise the awareness of the target group on issues of decentralization and good local governance.
Raise the capabilities of the target group on professional practices in support of decentralization 

training time
Four training workshops will be held in the governorates of Cairo - Giza - Luxor - Sharkia, each for three days, including (9) training sessions, other than the opening session and the closing session

Actions expected from the expert
1- Preparing the training manual
2- Preparing pre-post evaluation forms
3- The expert can guarantee the implementation of the training program

General background
This guide and training, which will be based on part of the activities of the Citizen's Voice (2) project, which is implemented by Maat Foundation in cooperation with the Foundation for the Future and seeks to build the capacities of local community parties to deal with the variables related to decentralization in order to improve the quality of public services provided to citizens and activate popular oversight of the work of local agencies

The experts concerned with submitting proposals must take into account the sending of the following requirements no later than (24) May 2012 to the email shown at the bottom of the page, and the requirements are: -
1- Technical presentation that includes the expected division of the guide and its main topics with a brief summary of each topic, the training matrix, the expected size of the guide, and the period required for the completion of the guide
2- A financial offer showing the required cost and preferred method of payment
3- A biography of the bidder
