The spread of the Corona epidemic has changed many dynamics of the political process at the local, regional and international levels. However, it is striking that the actors affiliated with terrorist currents, with their various ideologies, have shown remarkable capabilities to quickly adapt to these changes resulting from the crisis of the spread of the Coronavirus. Rather, some terrorist groups have tended to employ the virus as a tool to achieve their goals, such as the attempt by some terrorists in Tunisia to spread the virus among security men. On this basis, Maat Foundation decided that issuing a quarterly report dealing with the terrorist phenomenon in the Arab region by monitoring and analyzing this phenomenon and the developments that occurred to it would contribute to explaining what this phenomenon is, in terms of the causes and repercussions on the countries that are vulnerable to these attacks .

Regarding the selection of the Arab region to be the subject of this report, this is due to the fact that the Arab region is more closely related to this phenomenon than in other regions. Although the Arab countries constitute only 5% of the world's population, they suffer more than 45% from terrorist attacks[1]. This is in addition to the presence of a number of Arab countries in a state of armed conflict between them and armed groups that have consistently undermined governance in these countries, and have been used to achieve the goals of external parties, as is the case in Yemen and in Syria and Somalia, and because the chaos created by these conflicts allows terrorism to operate without the presence. The scarcity of previous indicators and literature that sheds light on the terrorist phenomenon in the Arab region alone, was another motivation for Maat Foundation to start issuing this report, hoping that this effort would serve as a database and an essential reference for what is coming for all scholars, researchers and concerned civil society organizations.
