In order to reach the Level of Democratization Of Local Administration, Foundation of Maat completes The Implementation of Project Activities of Citizen's Voice (2)

System of good governance in Egypt would not be completed unless the democratization reach the level of local administration in Egypt to be eligible for the positive shift towards more decentralization and empowerment of administrative and financial support to local government units to become more responsive to citizens' rights.
In the framework of this conviction, Maat Foundation for Peace, Development and Human Rights begins in March 2012 the implementation of project activities of Citizen's Voice (2), funded by the Foundation for the Future in five governorates of Cairo, Giza, Alexandria, Qena and Luxor.
The modifications were made to the specific objectives, activities and work plan for the project so that the project shall meet the main goal which is trying to access and at the same time benefit from the new opportunities made available after 25 January and deal with challenges developed which appeared on the scene after the glorious Egyptian revolution.
One of the most prominent reasons make adjustments to the project plan and objectives of the specific was the detachment of local councils by a court judgment earlier, the growing calls to change the current local government law (43 of 1979) and to demand new legislation to be more supportive of decentralization and the empowerment of local units.
The Citizen's Voice project (2) is the second phase of the Citizen's Voice (1), which ended in February 2010 and Citizen's Voice (2) seeks to build the capacity of parties to the local community deal with the variables associated with decentralization leading to improve the quality of public services provided to citizens and to activate the work of popular control of local devices.
The project Citizen's Voice (2) aims in its new phase, which begins on the first of March 2012 to build the capacity of executives in senior management on decentralization and professional practices associated with them, gain the support to improve the legislative framework governing local administration to become more supportive of decentralization, and monitoring and documenting violations of economic and social development of citizens in the targeted areas and pressure on decision makers in order to improve them.

It is worth mentioning that Maat has implemented several activities within the framework of this file during the next phase of the Revolution of January 25, notably the training program for executives in managerial positions intermediate to decentralization and professional practices effective in five governorates in collaboration with Hanns Seidel, which revealed the need to extend the umbrella of the training decentralized to include the executive staff in senior and leadership positions (general managers - the heads of the general secretaries of the local units).
Also Maat carried out in cooperation with the French Cultural Center project to improve the situation of economic and social development of some areas of Giza. The project has revealed about the importance of expansion in the preparation and publication of reports the methodology of the state of economic and social rights in the targeted areas as an important means of leverage to improve the degree of fulfillment of these rights.
