Maat Foundation warns of the consequences of the US administration’s review of classifying the Houthis as a terrorist group

Aqeel: The reversal of the decision is a dangerous indicator of giving the group the green light to commit further violations against Yemenis

In conjunction with the imminent announcement of the administration of the new US President, Joe Biden, the start of procedures to cancel former President Trump's decision to classify the Houthis as a terrorist group, warns Maat Foundation One of the consequences of this decision because of its negative effects on the dire situation of the human rights situation in Yemen, especially in light of the grave violations committed by this group that amount to war crimes.

On February 5, the US State Department spokesman announced, “The State Department officially informed Congress of the intention of Secretary of State Anthony Blinken to remove the Houthis from the list of terrorist organizations.” This is the decision taken by the administration of US President Donald Trump on January 11, according to Article No. 2019 of the Immigration and Nationality Act.

And confirm Maat Foundation The withdrawal of President Joe Biden's administration from the decision comes in the context of using the cards that the United States is negotiating with Iran in its endeavor to conclude a new agreement regarding the Iranian nuclear file, and that the decision is not without appeasement of Iran at the expense of the Yemeni people, by removing the latter's ally from the lists of terrorist groups, However, Maat Foundation warns of the consequences of this decision that may worsen the human rights situation in Yemen, especially against civilians, women and children.

See Maat Foundation The use of “continuing humanitarian actions” as an excuse to cancel the classification of the Houthis as a terrorist organization is a foolish justification for a group that has been starving civilians under its control as a weapon to blackmail the international community and the humanitarian organizations themselves, throughout the years that punished their control of the governing institutions in Sana'a following the coup against the legitimate government In September 2014, until Yemen sacrificed, on the cusp of the worst humanitarian catastrophe in the world, where 80% of a population of 30 million needed any form of assistance and protection, and in this context, the Foundation believes that the new American administration could have excluded humanitarian and relief organizations Operating in areas under Houthi control from the penalties for implementing the decision while maintaining the same decision without change, but it seems that it will not happen.

In this context, remember Maat FoundationThe American administration, the international community and the United Nations have committed Houthi violations against civilians in Yemen during the past year, which were documented by the Maat Foundation with its partners from the Yemeni organizations, where nearly 3,000 incidents of violation committed by the Houthi militia were monitored during the past year, and about 4,292 of these incidents were affected. The majority of civilians are women and children. As a result of this systematic targeting, about 1363 people were killed or wounded, while the Houthi group blew up up to "30" homes as a result of indiscriminate bombing, in addition to the forced displacement of "310" citizens in the areas ruled by the terrorist group By force of arms.

And demanding Maat Foundation, Member States of the United Nations to move forward in implementing Security Council resolutions related to the Yemeni crisis, especially Resolution No. 2216 of 2015, which expands the list of international sanctions for Yemen, which was imposed in implementation of UN Resolution 2140 issued in February 2014, which is the decision by which Abd al-Malik was included Al-Houthi, the leader of the "Ansar Allah" movement, Abdul-Khaleq Al-Houthi, and Abdullah Yahya Al-Hakim, the two Houthi leaders on the black list, as being involved in actions that threaten peace, security and stability in Yemen.

It also calls for expanding the list of sanctions to include Iranian figures who still play a role in supplying weapons to the Houthis, as stated in the recent report of the Group of Experts on Yemen, in violation of the aforementioned Security Council resolutions. The Maat Foundation stresses the need to commit the Houthis to the three terms of reference agreed locally, regionally and internationally, which are the outcomes of the comprehensive national dialogue conference, the Gulf Cooperation Council initiative and its implementation mechanism, and the relevant Security Council resolutions.

From his side across Ayman Aqeel The head of the Maat Foundation expressed his fear that the Iranian-backed Houthi militia would understand this retreat by the new American administration, by giving it the green light to commit more violations against the defeated Yemeni people. Especially against civilians in areas ruled by the militia by force of fait accompli, and emphasized Okeil: However, Washington's forthcoming decision would compound such violations and contradict what President Joe Biden said, intending to end the war in Yemen. Because this decision would give the Houthi group a false sense of power, which was evident in the attack on the Marib governorate on Sunday, two days after the US administration decided to cancel the group's designation as a terrorist organization. It is also evident in the violations committed by this group against the ceasefire efforts resulting from the Stockholm Agreement of December 2018, especially the ceasefire in the city of Hodeidah, as the Houthis continue to violate the ceasefire in Hudaydah and in the districts of the West Coast, and these violations reached until the end of last January Only 4445 violations of the ceasefire and the number of artillery shells fired by the militias was estimated at 946 shells, with 16 civilians killed or wounded.

Finally a student Okeil:From the international community not to lose sight of the Houthi’s crimes against the Yemeni people, even after their classification as a terrorist group was canceled by the Joe Biden administration.
