Maat submits a proposed law for the local administration of the Egyptian Parliament and the Council of Ministers

The proposed law complies with the constitution and has undergone extensive community dialogue

The Maat Foundation for Peace, Development and Human Rights sent a bill yesterday “Local Administration System” of the Egyptian Parliament, the Ministry of Legal and Parliamentary Affairs and the Council of Ministers, The draft is the first you produce The Public Policy Analysis and Human Rights Unit of the Foundation  Which works as an independent think tank to develop a set of policies, legislations and laws in line with international human rights standards and Egypt's obligations to the UPR 2014.

It is worth noting that the draft law was developed based on a high-level meeting that hosted a group of representatives of parliament, representatives of political parties, representatives of civil society organizations, constitutional experts, state council advisors, legal researchers and former members of local councils. The round table discussed the principles and main texts proposed for the draft local administration law, which the Foundation developed as part of an integrated action plan aimed at adopting new policies compatible with Egypt's obligations to the UPR.

Where the draft law was amended based on the recommendations that came out of the round table, and the proposed draft included a vision of the system for electing members of local councils, and the exercise of its constitutional powers, especially in the supervisory side. Decentralization and implementation of constitutional benefits.

The draft law is part of a draft "The Universal Periodic Review as a Tool to Improve Public Policies", Which is implemented by the Foundation with funding from the European Union over two years. Which seeks to enhance the role of the universal periodic review to improve public policies and reform human rights in Egypt by actively involving civil society organizations, activists and media professionals in following up and calling for the necessary reform of human rights, in addition to adopting new policies compatible with international human rights standards based on the results of the 2014 universal periodic review. The project activities target 5 main regions, which include: Canal region, Sinai and East Delta region, Central and Western Delta region, Greater Cairo region, North Upper Egypt region and Southern Upper Egypt region.
