The Parliamentary Elections Observatory of the Maat Foundation for Peace, Development and Human Rights continues to monitor the voting progress of 92% from the constituencies of the second phase, and according to the previously prepared plan, the field follow-up team has moved to new polling centers to cover the largest number of committees. The hours following the first statement (11:00 am to 3:00 pm) witnessed an increase in turnout rates compared to the first day of the first phase.

According to our field follow-up, the daily violations have decreased in some candidates providing a large number of mass transit cars to transport citizens from and to their homes to vote while directing them to vote for the candidate who provides the means of transportation, which included: -

Qalyubia / Shebin / Al-Salamiyah Elementary School / Committee No. 117 / Older People / Overcrowding / Cars were seen to transport voters to and from the committees in favor of Mustafa Al-Kamar.

And in Cairo: the Nasser facility department - King Fahd bin Abdulaziz School committee in Al-Duwayqa - the presence of microbus taxis carrying voters belonging to the candidate, Mona Jaballah, with propaganda pictures for the candidate and directing the voters to elect him.

Port Said Governorate / Zohour District / Candidate Amr Ayada installed microbuses in front of his polling station to transport voters for free to their electoral headquarters

Some party candidates, especially the Al-Nour Party and the Free Egyptians, continued to provide laptops in front of some polling stations to clarify the numbers of the committees and voters, with the number being written on the back of a card bearing the party’s candidate’s picture and number, which is a violation of the electoral silence, and the most important of what has been monitored is the following.

Port Said / Al-Zuhour District / Uqba Ibn Nafi 'Primary School / A representative of the Nour Party’s candidates stood in front of the committee with a laptop to help voters extract their committee numbers, in violation of the electoral silence.

Cairo Governorate / Al-Matareya District: Muhammad Metwally Al-Shaarawi Primary School - Agents and supporters of the Free Egyptians Party candidates distributed propaganda papers in front of the polling center headquarters and tried to influence the voters to vote in favor of the candidates. They also put laptop computers to extract polling station locations for citizens.

In Qalyubia, candidates Alaa Al-Atmouni and Mahmoud Sabri put a laptop in front of the polling stations to extract the numbers of the voters and instructed them to vote for the candidates, using children in the process.

It was also noticed that there is only one box for the individual, and the lists in Abdulaziz School on Committee 54, and the judge continues to place the individual ballot papers and the list within the same box

In a strange incident, the citizen Mr. Ashraf Mohamed Mohamed Mahmoud in the Cairo Governorate: Al-Zawiya Al-Hamra District submitted a complaint to the Supreme Elections Committee, as he was not included in the voters ’lists because he was dead despite his being alive and participating in the previous constitutional entitlements.

In Sharkia Governorate / First District, Zagazig City / Abdul Aziz School on Committee 54 / there is one box and voting is ongoing, and the individual and the list are placed in the same box.

Our observers in the different governorates also monitored that some election brokers bought votes in some governorates, the most important of which were:

Cairo Governorate - Old Cairo District - Umm al-Mu'minin School Committee - The spread of election brokers in front of the school to buy votes for the candidates (Sameh Lotfi - Ahmed Abu Al-Fotouh - Fadi Diab) at a price of 100 pounds per vote.

Qalyubia Governorate / Shubra Al-Khaima II / Candidate Abdul Salam Al-Khadrawy distributes EGP 150 to voters in exchange for voting for him.

Port Said / Flowers Department / Ali Ibn Abi Talib Primary School / Public vote buying and the vote reached 400 EGP for 4 candidates in the Climate and Flowers Department.

It was also observed that some supporters of the candidates directed the voters in front and inside some polling stations, and the most important things that were monitored were:

Dakahlia Governorate / Al-Mansoura District / Al-Zakhroufeya School / The supporters of "candidate Nabil Al-Jamal" influence the voters in front of the polling station to vote for their candidate.

In Al-Gharbia Governorate / Zefta District / Shafiq Amer Preparatory School / Committee 42: Members of the candidate’s campaign, Maher Nasir (the Nour Party’s candidate), direct the voters to vote for the candidate.
