Constitutional violations ... and a deficient legislative role

Within the framework of the Maat Foundation for Peace, Development and Human Rights monitoring and analysis of the parliament’s performance, based on Maat’s keenness to build a real legislative institution that can work to realize the dreams of the Egyptian people, Maat issued an analytical report that deals with the most important phenomena witnessed in the first session.

The report showed during its monitoring that the parliament approved a large number of laws that were banned in its absence, but the session witnessed a violation of the constitution as a result of failure to adhere to the constitutional dates approved for the start and end of the session, which should not be less than 9 months, as the parliament started its first session on the tenth of Last January, while the parliament ended the sessions of the first session on the sixth of last September, that is, a month before the end of the constitutional period, the parliament also violated the constitution by approving the draft law of the state's general budget by agreeing to the health budget that amounted to 47 billion and the constitution in Article 238 specified the percentage of 3% Of the national product for health, which is estimated according to the budget, at more than 95 billion, in addition to the non-completion of the constitutional entitlement laws, such as the transitional justice law, the election commission, and laws on the press, media and local administration.

The report praised the activity of the parliament’s external relations, which were mostly successful. However, the crisis of selecting members of parliamentary delegations to travel to some Western, African and Asian countries, in addition to the mechanism for selecting Dr. Ali Abdel-Al, Speaker of the Council for delegates, caused a great controversy and opinions differed about its usefulness, especially in Final reports on its findings remained to parliament.
