Maat issues a new paper entitled "Toward an Effective and Independent Authority to Supervise Elections"

Not to exempt the head of the commission and its members, and the establishment of the Institute for Electoral Management is the most prominent of the recommendations

The Policy Analysis Unit of Maat Foundation for Peace, Development and Human Rights has issued a new policy analysis paper entitled “Towards an effective and independent body to supervise the elections”. This paper comes within the framework of the “Public Policy Analysis Unit and Human Rights” interest in the institution to draft a paper that talks about the importance of establishing a national election commission in agreement. With the Egyptian constitution, this paper comes within the framework of the institution’s implementation of the “Universal Periodic Review as a tool for improving public policies during the transitional period,” funded by the European Union during the period from 2016-2017.

The paper presented a quick presentation of the development of the electoral management process, then moved on to explain the models of electoral administration and presented the models of some electoral bodies worldwide, then the paper talked about the most important principles and human rights frameworks governing the work of the electoral administration, then the paper moved to talk about the powers and tasks of the election bodies and their financing methods with A quick view of the election management systems in Egypt.

The paper dealt with the most prominent problems resulting from the absence of the National Elections Authority, which were represented in the lack of control of the commission over the entire electoral process, especially the registration stage due to the nature of the temporary committee. Also among the most important obstacles is the lack of an institutional technical secretariat with a sufficient number of experts, researchers and employees, and the absence of the committee’s role in stages. Between elections and referendums, one of the most prominent problems resulting from the absence of a national election body was the change of people as a natural result of the timeliness of the committee and then the absence of the idea of accumulating experience

 The paper concluded with a set of proposals that the legislators must take into account during the approval of the law establishing the authority, where the paper recommended that the president or members of the commission or its director and deputies may not be completely exempt or dismissed except in cases of resignation or loss of one of the conditions of membership validity in accordance with the membership conditions.

The paper also recommended establishing an independent institute affiliated with the authority for training and building the capacities of election dealers, and graduating batches that educate and educate voters. The institute should also have a unit for research and documentation, and international cooperation with the aim of continuously evaluating and developing electoral processes and relying on institute graduates only to supervise the administration of Electoral processes.

The paper called for the law to provide the election management body with punitive powers, especially with regard to violating the regulations governing electoral processes, after these regulations are subject to judicial review so that they are constitutionally and legally consistent.
