Issued Public Policy Analysis and Human Rights Unit Foundation , Maat for Peace, Development, and Human Rights New Policy Analysis Paper entitled “Trafficking in Human Organs… A Vision to Develop the Legislation and Mechanisms Needed to Combat the Phenomenon”, This paper comes within the framework of the unit’s interest in the recommendations made to Egypt in light of the universal periodic review and the Egyptian government's position on the recommendations and in light of the institution’s implementation of a project The Universal Periodic Review as a Tool to Improve Public Policies during the TransitionFunded by the European Union during 2016-2017, where the Foundation shed light on this issue through a paper that clarifies the most important problems of the phenomenon of organ transfer outside the framework of the law, which includes what falls under the name of human trafficking.

The paper deals with several main points, as it presented in its first axis a theoretical aspect of the phenomenon of human organ trade and the permissibility of donation, then presented the legislation and laws that address this forbidden trade, and the second axis of the paper included the reality of human organ trade in Egypt, in terms of causes and statistics, as well as the consequences of the spread of This phenomenon, whether on the victim of trafficking or on the state, and in the last axis, the paper put forward a vision of how to address and prevent trafficking in human organs in Egypt.

The paper concluded with a set of recommendations, the most important of which is to increase the penalty for participation in the process of transplanting human organs contained in Law 5 of 2010. It demanded that Parliament limit the donation to relatives only, in addition to deleting the article related to the permissibility of donating to non-relatives.

The paper also called for the creation of a special body to detect and track trafficking in human organs, provided that the body has a set of powers that help it in detecting networks of trafficking in human organs. to the Ministry of Health.

The paper concluded with a set of recommendations related to media awareness campaigns about the seriousness of organ transplants outside the framework of the law. The paper also called on the Ministry of Health to implement awareness and education campaigns about health legal frameworks for organ transplants.
