Foundation has , Maat for Peace, Development, and Human Rights To send Draft legislative proposals to confront the phenomenon of human trafficking to me "The Egyptian Parliament, the Ministry of Legal Affairs, the House of Representatives and the Council of Ministers ” The draft is a version The Public Policy Analysis and Human Rights Unit,Affiliated to the Foundation, which works as an independent think-tank to develop a set of policies, legislations and laws in line with international human rights standards and Egypt's obligations to the UPR 2014.

It is worth noting that The draft law It was developed based on a high-level meeting that hosted a group of representatives of concerned international and local organizations, legal experts, representatives of the National Coordinating Committee for Combating and Preventing Human Trafficking, and public figures. The table discussed a set of legislative reforms that Maat Foundation seeks to introduce into a set of legislation and articles governing human trafficking, the most important of which are anti-trafficking laws, combating illegal immigration and smuggling of migrants, regulating human organ transplantation, the anti-prostitution law, the Egyptian penal code and its amendments, and the unified labor law And its amendments, as part of an integrated action plan aimed at adopting new policies in line with Egypt's obligations to the universal periodic review.

As some articles of those two laws were amended based on the recommendations that came out of the round table, and the amendments included adding a comprehensive article to the human trafficking law criminalizing all forms of trafficking in women, with stricter penalties in Article 227 of the Penal Code relating to early marriage. The proposals also included the necessity of reconsidering the Egyptian labor law once again to comply with the international conventions that Egypt has ratified.

The draft law is part of a draft "The Universal Periodic Review as a Tool to Improve Public Policies during the Transition Period", Which is implemented by the Foundation with funding from the European Union over two years. Which seeks to enhance the role of the universal periodic review to improve public policies and reform human rights in Egypt by actively engaging civil society organizations, activists and media professionals in following up and calling for the necessary human rights reform, in addition to adopting new policies compatible with international human rights standards based on the results of the 2014 universal periodic review. The project activities target 5 main regions, which include: Canal region, Sinai and East Delta region, Central and Western Delta region, Greater Cairo region, North Upper Egypt region and Southern Upper Egypt region.
