Maat Foundation for Peace, Development and Human Rights sent a complaint to the Working Group on Enforced Disappearances at the United Nations regarding the disappearance of the Syrian citizen “Abdul Razzaq Ahmed Arzeq” residing in the State of Qatar. The complaint reviewed the background of the disappearance of “Arezik” and its negative effects on his personal rights, and its contradiction. With international human rights conventions, to which Qatar is a party, and she emphasized that this case represents a systematic trend that the Qatari authorities have adopted and practiced on a large scale during the recent period.

"Erzeeq" disappeared from his residence in the city of Al-Luqta on May 28, 2020, when three people wearing civilian clothes kidnapped him and took him to an unknown location. His brother has lost contact with him since that date, and by searching all the centers of the Ministry of Interior, Criminal Investigation and Preventive Security, Al-Rayyan Police Center reported that he is being held in the Qatari State Security Service.

The State of Qatar practices enforced disappearance, which is defined by the International Convention for the Protection of All Persons from Enforced Disappearance as “arrest, detention, abduction, or any form of deprivation of liberty that is carried out by state officials, or persons or groups of individuals who act with the permission or support of the state or With her consent, followed by a refusal to acknowledge the deprivation of the person of his freedom or concealment of the fate or whereabouts of the disappeared person, which deprives him of the protection of the law. ”These practices in Qatar are not accidental or individual, but rather systematic practices against anyone who violates or criticizes the policies of the Emirate.

For his part, Ayman Aqil, President of Maat Foundation, said that Article 9 of the International Covenant on Civil and Political Rights, recently ratified by the State of Qatar under Decree No. 40 of 2018, states that everyone has the right to freedom and security of his person. No one shall be arbitrarily arrested or detained. No one may be deprived of his liberty except for reasons stipulated by law and in accordance with the procedure established therein. Any person who is arrested must be informed of the reasons for this arrest when it occurs, and he must be informed promptly of any charge directed against me.

Muhammad Arziq, the brother of the forcibly disappeared, stated that since his brother’s disappearance, he had contacted the National Committee for Human Rights in Qatar and the Syrian Embassy in Qatar, and a request for procrastination was met, and he has yet to receive any response from them regarding the location and reason for his arrest.

Aqeel explained that the complaint filed by Maat Foundation called for the intervention of the Working Group on Enforced Disappearances, to remind the Qatari authorities of their obligation to respect and guarantee the basic human rights of Qatari citizens and residents in all circumstances, and to put an end to the current repression practiced by the Qatari authorities against anyone who exercises their right to express His opinion, and Aqeel called on the working group to pressure the Qatari authorities to uncover the fate of the Syrian citizen, and to conduct an independent investigation into the incident.

For her part, Mannat Allah Abd Al-Raouf, Director of the International Mechanisms Unit, stated that the complaint was received by the Qatari and Syrian governments to respond to what was stated in it, and we hope for a speedy response and take all measures to release him due to the expiration of the prescribed period of detention or his presentation to the prosecution and disclosure of the reason for his arrest and investigation with the presence of his lawyer. The text of the complaint will be published upon the expiry of the prescribed period for receiving a response.
