The Parliamentary Elections Observatory (Egypt-2015) affiliated to the Maat Foundation for Peace, Development and Human Rights continues to follow the course of the electoral process from the morning of the second day until the issuance of this statement, which covers the period of time extending from the reopening of the committees' door after the legal break until six in the evening today.

The election observatory received many reports of violations and irregularities by the candidates, and it did not receive any statements related to the occurrence of violation or negative interference by state agencies or insurance forces, and this period witnessed an increase in the number of altercations and the safety of polling stations.

During this period, Maat Foundation for Peace, Development and Human Rights submitted 10 complaints to the Supreme Elections Committee, in addition to 82 complaints since the start of the voting process in the run-off round of the second stage.

Regarding the violations, abuses and violations committed by the candidates and their supporters, they ranged from transferring voters to a breach of electoral silence and directing voters in favor of a specific candidate. Among the most important facts that have been monitored are the following:

  1. Cairo Governorate - Helwan District - Committee of Al-Sahwa Preparatory School for Boys in Al-Maasara - Transferring voters in a microbus (Gharbia Trips 12505) and electoral propaganda for the candidate Nasreddin Farouk.
  2. Menoufia / Shebin Center / Bakhati Primary School / The presence of propaganda for the candidate Qadri Jaafar around the polling station / and a tuktuk carrying loudspeakers calling on citizens to elect Qadri Jaafar and a breach of the electoral silence / and directing the voters in front of the polling station by the brother of the candidate Qadri Jaafar, taking advantage of being the mayor of the village of Bakhati
  3. Al-Sharqiya / Faqous / Girls Business School / Committee 170 / Monitoring electoral propaganda by the candidate Nasila Abu Al-Omar, by distributing her special electoral symbol, "the butterfly", to citizens
  4. Kafr El Sheikh Governorate \ Burullus District \ Gamal Abdel Nasser School \ Candidate Ismail Jad Allah and Yunus Abdel Razek provided microbuses to transport voters to the polling station
  5. Gharbia / Tanta / Salah Salem School: The supporters of the candidate, Mohamed Oribi, distribute propaganda cards that include the candidate's name, photo, number and electoral symbol, and they direct the voters.
  6. Qalyubia Governorate / Toukh and Qaha District / Salhiya School / Candidate Muhammad al-Fayoumi, Salah Abd al-Azim, Muhammad Abu Zayd and Muhammad al-Ghawas provide cars to mobilize voters to vote for them.
  7. Dakahlia Governorate / Mansoura Center District / Mit Khamis School / Supporters of candidate Hassan Al-Mir direct the voters in front of the polling station to choose their candidate.

It was also observed that some candidates distributed electoral bribes to some voters in a number of governorates in which polling took place, including: -

  1. Dakahlia Governorate / Al-Manzala and Al-Matareya Department / Al-Ansari Primary School / A supporter of candidate Ahmed Al-Hadidi was arrested in possession of 3,000 pounds and 100 copies of ballot papers on his mobile phone and a report was drawn up.
  2. Damietta Governorate - Kafr Saad District - Manshaet Nasser Primary School - Candidate Fawzi Shair purchases votes for 50 pounds
  3. Menoufia / Menouf Center / Shaheed Ramadan Sharaf Primary School / Cars belonging to the candidate Ayman Moaz transport voters to the polling station and quarrels between them and one of the candidate’s supporters over the price of the vote and negotiation between 50 and 100 pounds
  4. Cairo Governorate - Rawd Al-Farag District - Makarem Al-Moral School Committee - Directing voters and buying votes for the candidate Gamal Abdel Azim for a fee of 300 pounds and a Tramadol tape for one vote.
  5. Qalyubia Governorate / Shubr Al-Khaima First District / Al-Masryeen Secondary School for Boys / Candidate Adel Sabry Ishaq purchases votes for 700 EGP / vote.

The past hours have witnessed an increase in the number of quarrels, disagreements and quarrels between supporters of the candidates and some of them or supporters of the candidates and the security forces. Our followers have touched the commitment of the security forces to deal with the utmost concern for the lives of citizens and the conduct of the electoral process.

  1. Al-Sharqiya / Mashtool Al-Souk / Secondary Trade / Committee 39 and 40 A quarrels occurred in front of the headquarters of the committee between the supporters of the candidate Sahar Atman and the candidate Mohi Rabie, and the security interference and the resolution of the quarrel.
  2. Port Said Governorate - Sharq District - Port Fouad Secondary School for Girls - A clash between supporters of candidates Mahmoud Hussein and Imad Ishaq to influence the will of the voters, as a result of which the work of the committees was halted for ten minutes, which called for the intervention of the security forces to disperse the engagement.
  3. Damietta Governorate - Faraskour and Zarqa District - Nile Primary School - Tensions occurred between the supporters of the candidate Samir Moussa and Abdel Rahman Bakry, in an attempt to influence the will of the voters to select the voters, which called for security intervention and the forces to dispel these skirmishes.
  4. Al-Sharqiya Mashtoul Al-Souk / High School for Girls / Candidate / Nayef Jarallah, “the loser in the first round,” agreed with the owner of a local café called “Titi” to create problems before the committee to cancel them. In the same context, the security forces prevented electoral propaganda in North Sinai Governorate - Bir al-Abed District - Martyr Ahmed Orabi Primary School - as the security forces removed all kinds of advertisements in front of the committees or any of the candidates' supporters stood, either the polling station did not allow them to direct the voters.

In Al-Sharqiya / Belbeis / Al-Alfi Commercial /, a citizen was arrested while filming the electoral headquarters from abroad, and a report on the facts was drawn up.

The Maat Foundation conducted a quick survey of a number of polling stations in a number of governorates of the second phase to identify the voting rates until five o'clock in the evening of the second day, and the results were as follows: -
