Maat continues training program on “decentralization and effective professional practices” Training workshop in Qena and Luxor reveals, building-capacities and training are necessary for success of decentralization"

Good local governance is based on four Pillars, First of them is local citizen as a final beneficiary, second is elected local councils, third is initiator and Participant civil society, and forth is governmental executive authority. And there will be no real decentralization without integration between these four pillars. In this framework, Maat foundation for peace, development and human rights continued its activity on “Decentralization and effective professional practices” program that is applied in five Egyptian governorates in collaboration with “Hanns Seidel” a German foundation. The program aims to raise awareness of local executives on decentralization and good local governance issues and increasing their knowledge regarding effective professional practices in context of decentralization. The third training workshop was held in Qina and Luxor governorates for executives during the period from 20 to 22 September 2011 with participation of 28 cadres in a number of bodies and governmental department in the two governorates. The trainers of this training program were Mr. Ayman Okeil, lawyer, human right activist and training consultant, Mr. Adel Ghazali, director of international center for studies and Consultancies and Mr. Walaa Gad El-Kareem, the researcher in the field of development and human rights. The training program included several components which are : legislations on local system structure in Egypt , roles and powers of executive government, definition of decentralization and its forms , definition of good local governance and its elements, obstacles to decentralization and getting rid of , delegating as element of effective decentralization ,and co-planning and ways to involve Stakeholders in planning process . The training program revealed that executive government's officials need for a continuing and methodological qualifying and training that synchronize with any governmental effort to apply decentralization, training should also include trainees from different job levels from departments and government agencies that will contribute in applying decentralization in the future. Participants' discussions and proposals in training, revealed the need for reforming a package of legislations in order to transform local governance system to good local governance system based on decentralization and give local governance unit more power to make use of its local resources in appropriate ways according to needs and citizens aspirations. Participants praised training program and demanded continuing and generalized it, and pledged to transfer knowledge that they learned to their colleagues in executive bodies to ensure increasing program's beneficiaries and spread culture of decentralization between local governmental employees. During next phase, Maat will continue its training program for integration with other exerted efforts aim to reform local governance system in Egypt to be suitable for aspiration of Egyptian people after Revolution of 25 January.
