Maat: The Ministry of Solidarity has squandered official documents that we submitted to request approval to implement a project since December 2014.

MAAT will file a complaint to the Attorney General to put an end to the ministry's entities illegal practices

MAAT for Peace, Development and Human Rights resents the Ministry of Social Solidarity practices that emphasize the arbitrary approach in dealing with the Egyptian civil society organizations, while the ministry practices stresses the fact that the government management does not distinguish between registered and non-registered organization, as well as the lack of respect to the law it calls on the organizations to be registered under its framework. On December 30, 2014 MAAT for Peace, Development and Human Rights submitted to the Dar El-Salaam Social Solidarity Department a Board of Trustees meeting minutes including an application to approve the implementation of a project entitled: "the Universal Periodic Review as a Tool to Improve Public Policies", accompanied by all the required supporting documents. The complete application was archived under No. 7474 and dated 30/12 in the department records, then the application was sent to Cairo Solidarity Directorate under the number 463 in 15 February 2015, in violation of the spirit and text of Law No. 84 of 2002 which stipulates 60 days period to obtain the Ministry of Social Solidarity's response regarding applications to accept funding, where the Foundation did not receive any response from the ministry despite the passage of nearly seven months on the application's submission. The Foundation repetitive inquiry in the Ministry's general bureau about the project's fate, always resulted in getting the same response from ministry staff over the past months stating that: "we are waiting for the security approval". On July 2015, the Foundation was astonished by the complete disappearance of the project, where the Social Solidarity Directorate in Cairo, and the Central NGOs Management in the ministry deny receiving an application from MAAT, which prompted the Foundation to file a formal complaint to the Minister of Social Solidarity (registered under No. 3 on July 14, 2015), while our grief was met by deafening silence from the Ministry's side. Thus, MAAT decided to use its legal right and file a complaint to the Attorney General accusing the Ministry of Social Solidarity entities of deliberate dispel of official documents related to the project, deliberate intentions to disrupt its implementation and evasion from expressing its approval or reasoned rejection. Maat for Peace, Development and Human Rights has been working for seven years under the umbrella of Law No. 84 of 2002, the Foundation was elected for two consecutive terms as the Head of Egyptian national network of the Anna Lindh Foundation between 2013 and 2017, it implemented dozens of development programs in most of the country, it has a sound cooperation with the UN international mechanisms to protect human rights, it is acknowledged of integrity and transparency by all parties it has engaged with - including the Ministry of Social Solidarity -, and already had cooperation with several international and governmental organizations to serve development issues in Egypt. The Foundation expresses its deep astonishment of the Ministry of Social Solidarity's situation, and calls the Minister of Social Solidarity and the Prime Minister to intervene to save the adhered national institutions to the law from the intransigence of the Ministry of Social Solidarity departments', MAAT emphasizes that despite the pursuit of all legal ways to change the current contradictive NGOs law to the Constitution, it is committed to work in its framework and to use its tools to set an example in approaching all available means to make its voice heard by the decision-maker in Egypt.
