Held Maat for Peace, Development and Human Rights Yesterday, Saturday, the fifth round table, during which it discussed improving legislative frameworks for people with disabilities and the most important principles The Rights of Persons with Disabilities Act This table comes within the framework of the Foundation's implementation of the project:The Universal Periodic Review as a Tool for Improving Public Policies during the Transition, Funded by the European Union over the years 2016-2017, and a number of members of the Egyptian Parliament, representatives of the National Council for Human Rights, the National Council for Disability Affairs, the National Council for Women, and a number of stakeholders participated in the table, writers, researchers concerned with the law, As well as officials of civil work associations.

The table began with a definition of the project by the head of the Maat Foundation, Professor Ayman Aqil, who said that the Foundation is endeavoring fully through these tables to help the Egyptian authorities to pass laws that are in line with Egypt's obligations before the Human Rights Council by helping them implement the recommendations that Egypt pledged to implement before The Human Rights Council in Geneva underwent the universal periodic review in 2014, expressing the Foundation's appreciation for the response of parliamentarians and representatives of national councils to the activities of the project.

MP Khaled Hanafi indicated that draft laws in this regard should adopt positive discrimination that achieves equality and justice for persons with disabilities in accordance with international treaties and covenants ratified by Egypt, calling for lifting the guardianship of the Ministry of Solidarity for them.

MP Fayza Mahmoud added that the representatives of persons with disabilities in Parliament are the voice of everyone and work diligently to bring the laws into conformity with the needs of persons with disabilities, through the provision in all laws to provide them with opportunities in all areas.

Representatives of the National Council for Disability Affairs stressed the importance of separating the Council’s law from the Rights of Persons with Disabilities Act, demanding that the Council be independent from all ministries, especially the Ministry of Social Solidarity.

For their part, the participants at the table demanded the establishment of a Ministry for the Rights of Persons with Disabilities, or at least the establishment of a national commission for them, with the law passing special deterrent penalties for those who refuse to implement the legal texts and executive decisions issued against them.

The attendees also demanded that persons with disabilities stipulate the law stipulating the formation of special committees in all governorates related to ending the recruitment procedures at the same time as receiving new payments for recruitment in order to facilitate them.

At the end of the table, attendees asked to stipulate the introduction of scientific materials distributed across all educational curricula in all pre-university education stages, with the aim of introducing persons with disabilities and how to deal with them, considering that this is the most important type of awareness.

It is worth noting that the Maat Foundation is currently implementing a project The Universal Periodic Review as a Tool to Improve Public Policies during the Transition, Which seeks to enhance the role of the universal periodic review to improve public policies and reform human rights in Egypt by actively engaging civil society organizations, activists and media professionals in following up and advocating for the necessary reform of human rights, in addition to adopting new policies compatible with international human rights standards based on the results of the review with a view to Helping governments to fulfill their international obligations.
