Maat and the Global Network for Rights and Developments are watching on the Constitution referendum in 23 Governorates through 1000 observers, and monitoring up-to-date proceedings; then publishing them on social network pages.

In the framework of concern about enhancing the transparency and integrity of the Egyptian Constitution Referendum, going to be held on the 14th and 15th of January 2014 and in the framework of Memorandum Of Understanding signed by Maat for Peace, Development and Human Rights and the Global Network for Rights and Developments; by which the two parties are going to monitor the constitution referendum.
Maat and Global Network for Rights and Developments are going to monitor the constitution referendum through 1000 field observers, in 23 governorates, divided into 200 teams covering 200 geographical areas.
The included governorates are:- ( Cairo- Giza- Qaliobia- Luxor- Qena- Monfia- Behera- Ismailia- Suez- Port Saeed- Alexandria- Suhag- Assuit- South Sinai- North Sinai- Fayoum- Gharbia- Sharkia- Domiat- Dakahlia- Bani Sweif- Minia- Kafr El-Sheikh)
The joint monitor operation between Maat and GNRD is going to include facilitating field observers teams (200 teams), in the targeted governorates, for monitoring and documenting the events taking place in the process of the constitution referendum inside and outside the polling station and the social context this process is taking part within. Besides they are going to monitor voter's opinion about to the election system.
Moreover, the joint-operation will involve international delegations from GNRD, who are going to follow up with the process in different areas rather than evaluating the political context. Also they are going to monitor the degree of implementing the international criteria for transparency and freedom of referendum.
The mechanisms of the joint-operation will depend on launching central operation room in Maat premises, to continuously communicate with regional operation rooms that will be launched in the 23 targeted governorates, through which they observe and collect all events happening hour by hour; and receive statements that were reported, by videos, and life testimonies. Also periodical reports are going to be published to inform public opinion, media, and official institutions with updated changes and variables on the ground.
Maat and GNRD are expected to prepare preliminary reports display in International Press Conference that will be organized shortly after the referendum. Also detailed report is going to be prepared, which includes quantitative analysis to the voters' evaluation of the election system.
Also, Maat will circulate a statement that includes the communication mechanisms with the central operational room next Sunday January 12th 2014.
