In the framework of the Parliamentary Elections' Observatory affiliated to the International-Local joint mission to observe the parliamentary elections – Egypt 2015, which includes the Global Network for Rights and Development - GNRD (Norway) and the International Institute for Peace, Justice and Human Rights – IIPJHR (Switzerland), along with a key local partner represented in Maat for Peace, Development and Human Rights (MAAT). The second report to monitor incidents of violence and terrorism and their indications associated with the electoral process has been published during the period from 16 to 22 January 2015.
The report observed 36 of violence incident , the civilians and their gathering places had The largest share of the violence incidents and bombing which witnessed in the deferent Egyptian provinces with 12incidents out of 36incidents, the public services and facilities came in the second place with 8 incident s , and the 6 incidents for the security points , 5 incidents for Electricity and pressure towers ,3 for the Railways, And finally two incidents for the Men of the Egyptian judiciary .
Generally the amount of the civilians and Civilian facilities Targeting were 22incident out of all 36 incident have been observed during the period covered by the report Versus 14 incident for the police men and police services facilities.
In terms of geographical distribution of violent incidents Alexandria governorate came in the top of provinces which witnessed violence incidents and bombing Over the past week, it witnessed 8 incidents of 36 , Sharkia came next by 5 incidents of all 36 incidents, Giza,Cairo followed by 3 incident for etch, North Sinia and Bany Sewief came in fourth position by 2 incidents for etch, and the followed province came in the fifth position by one incident for etch( Asyot- aL Esmaieliya- Fayoum- Aswan- Qaliobya – BehIra – Luxor – Al Baher Al Ahmer( Red sea) - Sohag- Minya- Suez – Monofya- Dakahliya - )
in the context of its analysis of the semantics statistics and numbers related with the violence incidents , terrorism and Bombing and The bombing attempts which witnessed by the period covered by the report , the Observatory revealed a range of indications including the following:
- Escalated violence incidents and Bombing which witnessed in all country over the last week , and Redoubled from those in the last week (36 incidents this week for 17incidents for the last week and 13 incidents for the previous week)
Escalated targeting Electricity and pressure towers and Railways which ensure that there is an Intention to effect on the lives of citizens.
Widening of the bombing and violence incidents to include a new provinces as Luxor and Sohag, with the widening of these incidents in provinces as like Sharkia and Alexandria within Relatively stability in North Sinai governorate .
Escalated targeting Citizens and civilian facilities Intensively over the last period ,with continuing targeting for the police me and police services facilities, And the men of the armed forces.
It became clear that the relationship between the violence and bombing incidents on one hand and the approaching Parliamentary elections, on the other hand is Proportional relationship.
