Maat submitted the draft law to Parliament, the Cabinet and the Ministry of Legal Affairs 

The Maat Foundation for Peace, Development and Human Rights has sent a bill proposal “Building and restoring churches” for the Egyptian Parliament, the Ministry of Legal and Parliamentary Affairs and the Council of Ministers, And the third draft it produces The Public Policy Analysis and Human Rights Unit of the Foundation  Which works as an independent think tank to develop a set of policies, legislations and laws in line with international human rights standards and Egypt's obligations to the UPR 2014.

It is worth noting that the draft law was developed based on a high-level meeting that hosted a group of parliamentarians, representatives of political parties, representatives of civil society organizations, constitutional experts, state council advisors, legal researchers, representatives of churches, Al-Azhar and public figures. The round table discussed the principles and main texts proposed for the draft law on building and restoring churches, which the Foundation developed as part of an integrated action plan aimed at adopting new policies in line with Egypt's obligations to the universal periodic review.

Where the draft law was amended based on the recommendations that came out of the round table, and the proposed draft included the establishment of a specialized body to be called the Religious Buildings Licensing Authority in each governorate that is affiliated with the governor and heads it himself. The bodies entrusted with obtaining permits for construction, demolition, or restoration of religious buildings and their complete annexes, also included limiting the decision on bills to 90 days only, and the paper assigned the decision on the authority’s decisions to the Administrative Court.

The draft law is part of a draft “The Universal Periodic Review as a Tool to Improve Public Policies during the Transition Period”, Which is implemented by the Foundation with funding from the European Union over two years. Which seeks to enhance the role of the universal periodic review to improve public policies and reform human rights in Egypt by actively involving civil society organizations, activists and media professionals in following up and calling for the necessary reform of human rights, in addition to adopting new policies compatible with international human rights standards based on the results of the 2014 universal periodic review. The project activities target 5 main regions, which include: Canal region, Sinai and East Delta region, Central and Western Delta region, Greater Cairo region, North Upper Egypt region and Southern Upper Egypt region.
