We, in the bodies and organizations concerned with defending human rights, look with great concern, condemnation and condemnation at the painful and dangerous developments taking place in Syria, with the continuing bloodshed in Syria, the escalation of destructive violence, and with the serious exhaustion of the structure and formations of Syrian society. In light of serious concern and real fear for the fate of Syria's geography and society, in the absence of possible political solutions, and the difficulty of military settlement in favor of one of the parties due to regional and international military and political balances, and its role in managing and controlling the conflict, which created a real fear of destroying Syria and tearing apart the unity of the societal fabric . And the possibility of spreading the effects of this destruction to include the whole region

The bloody conflict in Syria has resulted in massive destruction of public and private structures and properties, the fragmentation of residential communities, the demolition of homes, shops, schools, hospitals and government buildings, the destruction of water, electricity and sanitation networks, and has caused thousands of deaths and injuries, and led to the displacement, flight and asylum of more than six million people who have left their homes. Among them are more than a million refugees who fled to neighboring countries, in addition to thousands of detainees and forcibly disappeared persons.

As a result of the local, regional and international networks and complications that control the Syrian crisis, we still see the possibility of a political solution in Syria, through binding international agreements, allowing for a binding international decision, which includes: an immediate ceasefire in the entire Syrian geography, including mechanisms for monitoring, verification, and arms embargo, With the initiation of the political process by calling for a national conference in which all representatives of political, youth and women's currents participate, under regional and international auspices, and that leads to the development of a national charter for future Syria, a temporary constitutional declaration, and agreement on arrangements for the transition to a democratic system.

We are in the organizations and organizations concerned with the defense of human rights, as we extend our deep and heartfelt condolences to all the civilian, police and army who fell among the Syrian citizens, and with our wishes for a speedy recovery to all the wounded, with condemnation and denunciation of all acts of violence, murder, assassination and enforced disappearance, regardless of their sources and justifications, We appeal to all regional and international stakeholders to assume their responsibility towards the people of Syria and the future of the region as a whole. We ask them to work seriously and quickly in order to reach a peaceful political solution to the Syrian crisis, and to stop the bloodshed and destruction, and we also appeal to all governmental and non-governmental parties, in order to work on:

1. An immediate end to the cycle of violence, killing and bloodshed in the Syrian streets, whatever the sources of this violence, whatever its forms and justifications.

2. Meet the humanitarian needs of the affected cities and the displaced inside and outside the country, and provide them with all food and medical supplies, in addition to the deterioration of the living, humanitarian and economic conditions of the Syrian people.

3. The formation of an independent, impartial, impartial and transparent judicial investigation committee, with the participation of representatives of human rights organizations in Syria, to uncover the perpetrators and practitioners of violence, and those responsible for the occurrence of victims (dead and injured), whether governmental or non-governmental, and refer them to the judiciary and hold them accountable. .

4. Organizations and bodies concerned with defending the values of citizenship and human rights in Syria by proposing safe methods and devising sound methods that contribute to spreading and confirming the values of citizenship and tolerance among Syrians of all affiliations and backgrounds, provided that they serve as real guarantees for the maintenance of the unity of the Syrian society and to ensure a secure democratic future for all His sons equally without any exception.

5. Supporting plans and projects aimed at managing the transitional phase in Syria and allocating resources to support reconstruction, development and intensification projects of training workshops projects that aim to train Syrian political leaders on the democratic process and its practice and help them incorporate concepts and principles of transitional justice and national reconciliation into political life in Syria. The future is based on national unity and non-discrimination between Syrians for religious, sectarian, or national reasons, sex and color, or any other reason, thus ensuring the rights of components, canceling all discriminatory policies against them, removing their effects and consequences, and ensuring their equal political participation.

6. The release of all political detainees, and all those arrested because of their participation in the peaceful gatherings that took place in various Syrian cities, unless they are charged with a recognized criminal offense and are promptly brought to a trial that meets fair trial standards.

7. Supporting efforts aimed at finding a democratic and just solution to the issue of the Kurdish people in the country and ensuring their legitimate national rights within the framework of the national united.

8. Fast action to secure the release of all kidnapped persons, regardless of the kidnappers.

9. Immediate disclosure of the fate of the missing, after the existence of a very large file concerning the missing.
