Does the military councils receive U.S envoy to protect the rights of religious minorities in Egypt???!!!!

Why USA devoted $1 million a year for the envoy and through 2015 for protecting minorities, while USA suffers from a deficit in its public debt? Will the Military Council and the Egyptian government receive envoy to protect the rights of religious minorities in Egypt and has $1 million dollars a year???
