A vision for reforming the health insurance system in Egypt

The Policy Analysis Unit of the Maat Foundation for Peace, Development and Human Rights released a new paper entitled “A vision for reforming the health insurance system in Egypt“This is part of a project The Universal Periodic Review as a Tool to Improve Public Policies during the Transition  Which is implemented by the Foundation with funding from the European Union during 2016-2017.

The paper discussed a number of axes related to the issue of health insurance, where the health insurance service is linked to supportive constitutional frameworks, and is based on clear human rights standards, and is also regulated by a package of legislation and laws, and the paper analyzed the deficiencies and apparent low quality rates suffered by health insurance services in Egypt. It highlighted the presence of the largest percentage of citizens outside the insurance umbrella, and detailed the legislative, financing and administrative reasons that led to these deficiencies.

The paper came out with a set of important recommendations, the most prominent of which is the unification of health insurance legislation into a single legislation that makes insurance compulsory. The paper also recommended reforming the method of health insurance management to transform the role of the authority from a service provider to a buyer for it from all public and private health institutions in order to achieve maximum benefit from The available capabilities and the optimal economic use of them, which creates a state of competition that leads to raising the level of service performance, In addition to providing the necessary databases on cost, quality indicators and contractors' performance indicators.
