Maat held second training workshop in "Empowerment" project Need for a law governing uses of drinking water, including sanctions for its abusers

Right to clean drinking water and safe sanitation is a goal of the eight Millennium Development Goals of the Millennium Declaration in 2000, which states committed to reduce number of people deprived of clean drinking water and safe sanitation by half, and Egypt is one of those states. It seems that year 2015 (when all State will represent the most important achievements in achieving the eight goals in front of the United Nations), would start and Egypt still suffers from significant problems in water and sanitation. It also appears that number of persons deprived of such services would not be less, but would be more because of contamination of water delivered to houses and problems of aging sewer systems in Egypt. A service that local councils in Egypt are responsible for delivery with suitable quality. In this context, Maat held second training session in project "Improving economic and social rights" (Empowerment) and implemented in collaboration with the French Cultural Institute for community grass-roots leaders and potential candidates for membership of local councils. Training workshop entitled, "Deploying Rights-based Approach to improve drinking water and sanitation" aims to apply human rights standards in exercise of supervisory and planning role for potential members for local councils and community grass-roots leaders. In addition, to raise awareness of these potential candidates of responsibility of local councils to provide basic services and assess their quality. During two-day 16th to 17th July, 2011, workshop addressed themes related to tools and standards of human rights or so-called International Bill of Human Rights, and roles and responsibilities of local councils. Training included an important and a new subject related to local councils, and enhancing quality of local services: a new community assessment tool called "Citizens Cards". It is a participatory tool helps in mutual dialogue in order to assess, planning, and monitoring services, as it increases participation, accountability and transparency among beneficiaries of services, providers and decision makers. Citizens Cards tool is one of the most important tools easy to use by people's committees that formed after the 25th January revolution also can be used by members of local councils in coming councils in measuring and monitoring satisfaction of citizen for service quality, and assist in its development and delivery for community citizen. At the end of training, trainees demanded developing a new water law regulates issue of pricing and sets penalties for those who were responsible for squandering the Nile water or polluting. As well, regulates possibility for private sector investment in water and sanitation to serve citizens and to preserve availability of clean drinking water for ordinary citizen.
