In the context of its efforts to help the Egyptian state fulfill its international obligations, especially those related to the universal periodic review, and on the occasion of the decision issued by the Council of Ministers to form a committee to draft a bylaw to implement the Law of Associations and Civil Institutions No. 70/2017, the Foundation , Maat for Peace, Development, and Human Rights By sending its proposals on the executive regulations of the law Civil Associations and Foundations No. 70/2017 To the Ministry of Social Solidarity, the National Council for Human Rights and the General Union of Associations and Institutions.

Where she was Public Policy Analysis and Human Rights Unit The Foundation has developed the proposed articles on the new bylaw, which are in line with the recommendations of the UPR 2014 and the relevant international conventions. These materials were put up for community discussion with the participation of a wide range of stakeholders last August.

There were many articles proposed by Maat, which set complete controls to differentiate between civil work and partisan and union work. The regulation also considered that the state’s five-year plan, the sustainable development strategy “Egypt Vision 2030” and all medium and long-term plans approved by Parliament, the Council of Ministers, or any of the ministries or Local authorities or UN plans and plans of regional organizations in which Egypt is a member and approved by the Egyptian state are among the development priorities that associations can work on.

The regulation also required the association that conducts an opinion poll or field research to notify the agency responsible for granting the license at least thirty days before its conduct.

The proposed regulation required the agency to commit to setting a fixed monthly date to review all the requests received until the three days prior to its meeting. The regulations clarified that in the event that the day of the meeting coincides with an official or seasonal holiday, the meeting will take place on the first working day after the holiday, provided that the meeting is full. And that the vote is taken by the majority of attendees.

It is mentioned that the draft is the tenth published by a project The Universal Periodic Review as a Tool to Improve Public Policies during the Transition, Financed by European Union Over the course of 2016-2017, as part of a set of proposed solutions and alternatives at the level of policies and legislation, which aim to support the state in adopting a set of policies and legislations in line with Egypt's international obligations.
