Top of Form In conjunction with the Constituent Assembly meetings, Maat holds a workshop to discuss the legislative frameworks of the local administration

Yesterday, Wednesday March 28, 2012, a workshop launched on "Towards a legal and constitutional framework supportive to decentralization in Egypt," implemented by Maat Foundation for Peace, Development and Human Rights in cooperation with the Hanns Seidel German Foundation. The good coincidences that the workshop begins its work in conjunction with the holding of the first meetings of the elected committee constituent of People's Assembly and Shura Council to prepare a draft of new constitution for Egypt, which will determine the future course of the local administration in Egypt and will lay the foundation in accordance with its laws governing local administration. The workshop seeks to get the scientific view in the future of decentralization in Egypt, and perceptions of the articles of the constitution and supportive legal framework for decentralization, as well as to contribute to the advocacy and lobbying for decentralization in Egypt. Five papers will be presented at the workshop to experts in the field of local governance and decentralization. The first paper is concerned with the current system of local administration and rationale for change, and the second is concerned with the experiences of international and Egyptian decentralization, and the third related to legal frameworks restricting decentralization in Egypt, while the fourth paper concerns with the constitutional framework for the local administration. The final paper addresses the last issue of local governance and decentralization in the platforms of some political parties. In this workshop, a selective group of professors of public administration, legislation and legal experts and experts of the local administration and a number of local council members and officials, former and current executives and media professionals interested in the issue of decentralization and NGO activists will take part. Among the most prominent participant names in the workshop, Prof. Dr. Saleh Al-Sheikh, professor of public administration at Cairo University and Advisor to the Minister of Local Development and former expert on the issues of decentralization and local governance, Prof. Dr. Khalid Zakaria, professor of political science at American University and Cairo University and a member of the committee preparing the local administration law and Dr. Nahed Adib, official of capacity building to develop the unity of the local administration and Chancellor Eid Bayoumi, member of the State Affairs.and Mr. Magdy Raafat General Supervisor of Nile Media Center It is expected that the workshop will formulate proposed constitutional articles related to the local administration that provided to the constituent committee of the Constitution. The workshop will come out a set of specific principles for the local administration law that will be presented to parliament. It is worth mentioning that this workshop comes in the context of Maat interest to support decentralization in Egypt through the program of support for good governance and the promotion of democracy. Maat will implement a large number of activities and projects in collaboration with a number of donors.
